MPES Overview, Cont. • 1,283 head/asst. principals and CTE directors are participating in MPES in 2013-2014 • 2013-2014 is primarily a data gathering and field testing year • MDE does not anticipate the use of MPES scores for high-stakes decisions until approx. 2016-2017 • The Circle Survey or MDE-approved alternative counts 30% of an administrator’s overall score in MPES

MPES Overview, Cont. The Circle Survey is: • A multi-rater tool developed by MSU’s Research & Curriculum Unit on behalf of MDE • Provided by MDE to districts free of charge • Has 3 equally weighted components • Certified staff feedback (33% of overall survey score) • Principal self evaluation (33% of overall survey score) • Supervisor evaluation (33% of overall survey score)
MPES Overview, Cont. The Circle Survey is not required by the MDE, but a multi-rater tool of a similar nature must be used (decision is made by each district). I. Participation in the Circle Survey Just as the Mississippi Teacher Evaluation System (MTES) requires principals to rate all teachers’ performance, MPES requires staff members of a school to rate their principal’s performance. The survey should be completed by all staff members who are currently: • full- and part-time certified staff (teachers, librarians, counselors, etc.) • actively employed in the same school where the MPES participant works • will have been employed by the school for at least 60 calendar days prior to the deadline to complete the Circle Survey (Feb. 28, 2014)
II. How to Access & Complete the Survey • Survey is 30 questions divided into 6 categories • Questions were screened by multiple focus groups, including invited and randomly selected educators from across the state representing various stakeholder groups
II. How to Access & Complete the Survey, Cont. • Survey will be available from Jan. 21 to Feb. 28 and takes <30 min. to complete • May be completed at each participant’s convenience (in a lab setting, from home, etc.)—requires only a computer with Internet access

How to Access & Complete the Survey, Cont. • Based on its certified staff member population, each district will be issued a list of randomly generated key codes for distribution to certified staff members • Each district should return the request form (https://www.rcu.msstate.edu/MDE/MississippiPrincipalEvaluationSystem(MPES).aspx) to the RCU by Jan. 15, 2014, to receive its key codes
II. How to Access & Complete the Survey, Cont. For certified staff completing the survey for a supervisor: • Certified staff members are being provided with separate training webinars on the Circle Survey, archived on the RCU’s website at https://www.rcu.msstate.edu/MDE/MississippiPrincipalEvaluationSystem(MPES).aspx • All staff members must complete the survey by Feb. 28 • No identifying information is requested in the survey—access is granted via unique key code • Key codes will be confidentially distributed to staff members by local officials, not by the RCU, the MDE, or the principal being evaluated • Respondents are able to submit responses to the survey only one time

For principals completing the survey as a self-assessment: • You will receive access to the survey via a link • You will be issued one unique key code by your district and may submit the survey only one time • You must complete the survey by Feb. 28 • Your individualized response will be disaggregated from the feedback from other participants so that it can be weighted for a third of the overall Circle Survey score (i.e., supervisors will see your self-evaluation scores on the Circle Survey report)
II. How to Access & Complete the Survey, Cont. For supervisors completing the survey: • Only the official supervisor of recordfor a principal or CTE director should complete the supervisor component of a MPES participant’s Circle Survey • You will receive access to the survey via a link and one unique key code • You must complete the survey by Feb. 28 • Your individualized response will be disaggregated from the feedback from other participants so that it can be weighted for a third of the overall Circle Survey score (i.e., principals and CTE directors will see your scores on the Circle Survey report)

How to Access & Complete the Survey, Cont. • Survey requires respondents to verify that they are certified staff OR are a principal’s supervisor of record • Survey requires all survey respondents to verify their district and the name of the administrator being evaluated • Survey has “save and continue” functionality for all respondents (this feature does require participants to enter their email address, BUT this data is not retained)

How to Access & Complete the Survey, Cont. • If respondents do not wish to enter email to “save and continue,” then they may simply start the survey again from the beginning (unique key code will work until the respondent hits “submit”) • Supervisors and certified staff members evaluating multiple MPES participants, such as a head principal and asst. principal, will be given multiple access codes (one survey completed per administrator) • Detailed survey reports issued to all districts in March 2014

IV. View a Live Demo Let’s take a few minutes to view a demo survey. Reminder: This is a demonstration only. The actual Circle Survey website and key codes will be provided directly to each district.
V. View a Sample Report • Principals and CTE directors will receive detailed reports with their Circle Survey scores in March. • Report will include information such as subgroup scores, number of respondents, average length of time required to complete the survey, mean, confidence interval, standard deviation, standard error, etc. • Let’s view a sample report.
