Background and Methods • Access to HIV programmes for refugees and IDPs is human rights issue and public health priority • We analyse HIV National Strategic Plans (NSPs) and Global Fund approved proposals from rounds 1-8 for countries in Africa hosting pop. with ≥10,000 refugees and/or IDPs • NSPs from primary and secondary sources • Approved Global Fund proposals from org's website Conflict-affected displaced persons need to benefit more from HIV Global Fund grants and national strategic plans

Conclusions • Gov. have legal obligations and public health imperative to include these groups in NSPs and funding proposals • Their inclusion may have positive direct effects for host pop. as int’l and UN agencies often have strong logistical capabilities that could benefit both pop. • Given recent developments in Global Fund and HIV funding in general, HIV funding situation for forcibly displaced persons may worsen Conflict-affected displaced persons need to benefit more from HIV Global Fund grants and national strategic plans
