Guiding Principles in Planning Scope: • Province-wide Contents: • Comprehensive and Integrated health service delivery • Focus on strengthening primary health care services and core referral hospitals Process: • Planning exists to serve the interest of the public • According to F1 framework and F1 Flagship PPAs • Pooling of internal and external fund sources • Observing performance driven system of disbursement

GENERAL STEPS IN PLANNING • Initial engagement with CHDs and LGUs • Preliminary discussion with FICO on the roll-out sites • Orientation of concerned CHDs & PHIC Regional Office, POPCOM, NNC • Orientation of major stakeholders – LCEs, Local Health Workers, NGOs, CSO • Attendance to Basic F1 course • Secure political commitments to the implementation of core reform package

  8. Planning Phases 1ST Planning Phase • Gathering of health and health-related data • Situational analysis/SWOT • Identification of problems, issues and concerns • Priority Setting

  9. 2nd Planning Phase • Packaging of core reform strategies/ identification of PPAs based on identified priorities • Setting of targets consistent with the MDGs, MTPDP, NOH 3rd Planning Phase • Costing • Identification of sources of financial and technical assistance to include all development partners

Support Measures • Operation Manual and Guidelines for PIPH • Documentation of Best Practices and Replication Strategy • LGU F1 web based information system • Incentive Scheme Framework for Enhancing Inter-LGU Coordination in Health through Inter-local Health Zones (ILHZ) and Ensuring their Sustainable Sustainable Operations (AO No. 2006-0017) • Guidelines for Evaluation of Consumer Participation Strategies in Fourmula One for Health (AO No. 2006-0020) • Capacity Development of CHDs and LGUs

  12. CHALLENGES: • Site Selection • More efficient investment planning process • Defining key steps with clear guidelines • Recognizing the active role and involvement of FICO, CHDs and LGUs • Coordinating donors and other stakeholders • Capacity of sites to absorb and manage investments
