RBF includes two key methods • Scale Intensity Consequence Analysis (SICA) Qualitative: consulting stakeholders through a structured process and framework, using expert opinion to estimate risk • Productivity Susceptibility Analysis (PSA) Semi-Quantitative: using biological and catchability attributes of the stock and fishery to estimate risk through calculations.
SICA • Screening tool to measure the impacts of fishery activities on a range of scoring issues • P1 – typically the target species of the fishery • P2 – full range of retained and bycatch species, habitats or ecosystems could be assessed • Where judgements about risk uncertain, highest plausible consequence score should be chosen
SICA Scoring • Work with stakeholders to define the: • Scale (temporal and spatial) and • Intensity of the relevant risk-causing activity as well as the consequence for the particular species, habitat or ecosystem being scored • Where consequence scores sufficiently high for the target, retained or bycatch species, a further evaluation using PSA is undertaken
