  4. Planning Driver • Strengthen Water Quality Management Area (WQMA) system • Compel LGUs to their duties on permits, land, ROW, informal settlers, maintenance of drainage • Power over LGUs to collect environment user fees • Engage LGU to make them a key mover in initative

Prioritization Drivers • For further discussion • Schemes to maximize sewage collection • end-of-cacthment approach vs headwaters-approach • Decentralized vs centralized approach • Linisestero: i.e. visible impacts • WQMA system to institutionally manage prioritization issues between the various stakeholders
