Japan’s Security Policy • Japan, as a “Proactive Contributor to Peace”, contributes even more actively in securing peace, stability and prosperity of the region and the world. • Japan’s peaceful orientation will never sway. • National Security Council (NSC) • The NSC was established on December 4, 2013. (See Annex 1) • Prime Minister, Chief Cabinet Secretary, Foreign Minister and Defense Minister regularly discuss national security issues, exhibiting strong political leadership. • The NSC enables even more prompt responses to diplomatic and national security issues. • National Security Strategy (NSS) • Japan’s first ever NSS was adopted on December 17, 2013. • NSS is an umbrella document, presenting guidelines for policies related to national security. • NSS includes the assessment of global and regional security environment and its challenges as well as the strategic approach Japan takes as a “Proactive Contributor to Peace”. • National Defense Program Guidelines (NDPG) • The new NDPG was adopted on December 17, 2013, along with the Mid-Term Defense Program. • NDPG publicly displays Japan’s basic defense policy direction with budget implication.
Reconstruction of the legal basis for security • The Advisory Panel, which was established in 2007 and produced its first recommendation in 2008, continues to give further considerations on such issues as exercising the right of collective self-defenseand participating in the UN collective security measures. • The consideration is made within what other countries can do under international lawand over illustrative examples of concrete cases (e.g. in case of contingency in Japan’s neighboring areas). (See Annex 2) • Japan continues to explain these policies in a transparent manner. • [Background] • The Constitution of Japan was established at a time when: • An ideal of creating UN forces prevailed. • Japan was not expected to play an active role in the regional and global security. • But in the 21st century, we are facing: • Rapidly changing global power balance • Technological progress • Emerging threats (WMD proliferation, terrorism, cyber attacks) • In East Asia, security environment has become even severer. • No nation can maintain its own peace and security alone. • Coordination with allies and partners • UN collective security measures • ・ PKO • Need for further strengthening the Japan-US alliance.
