EUSBSR Governance in Sweden- Prime Minister’s Office in lead • Government bill to Parliament 2009 • Permanent inter-ministerial working group • Commissioning of 39 Gov. Agencies to “integrate EUSBSR in their tasks” • Cross-sectoral approach: EUSBSR Agency Network
Agency assigned with task to facilitate implementation of EUSBSR- Swedish Agency for Economic and Regional Growth • Baltic Sea Region Agency Network • Promote a coordinated implementation by Swedish Agencies of the EUSBSR • Compilation and analysis of annual reports on the implementation of EUSBSR
The Baltic Sea Unit of the Swedish Institute – Develops & funds cooperation in the Baltic Sea Region • Staff of 16 • Policy Areas: EUSBSR, Eastern Partnership, Partnership for Modernizing Russia • Project fund 2,7 MEURO + other available funds = total 4,7 MEURO • Financial support & advice to 31 out of 85 EUSBSR Flagship projects
Present national programming • Contribution to EUSBSR as new general criteria introduced in all 8 Regional Programmes 2010 • In practical terms: The specific project’s contribution to EUSBSR, and its Action Plan, is 1 out of normally 10 selection criterions
Council “partial agreement” for next Programming period (CSF) • Partnership Agreements:”…shall indicate the main priority areas for cooperation, taking into account, where appropriate, of macro-regional strategies and sea basin strategies” (Article 14.2.(a)(iii) • The Operational Programme shall describe….”the contributions of the planned interventions to macro-regional strategies…subject to needs of the programme area as identified by the MS” (Article 87.3.(e)
