  2. WHAT ? A 3-year networking and capacity building initiative taken by 14 NGOs working in 17 countries on issues related to drylands, land degradation and CSO participation in policy development Based on previous work (eniD, RIOD) and shared views and concerns WHO TOOK THIS INITIATIVE ? Both ENDS Netherlands, CAREC Kazakhstan/Uzbekistan/Kyrgyzstan /Tajikistan/Turkmenistan, CARI France, CENESTA Iran, EMG South Africa, ENDA TM Senegal/Madagascar/Morocco, Instituto Sertão/ASA network Brazil, LPP Germany, LPPS India, OLCA Chile, PROBIOMA Bolivia, TENMIYA Mauritania, SCOPE Pakistan, TEMA Turkey

SHARED VIEWS AND CONCERNS • Policy frameworks that should ensure political and budgetary attention for drylands have had little effect so far, and should therefore be integrated into general development processes and aid agreements • Majority of dryland CSOs are strong in approaches and strategies to combat land degradation locally, but weak in linking their successes to wider political context/players • CSOs - and many times the administrations as well - are not aware of, and are not able to utilise the interconnection between development cooperation frameworks. • Limited access to info for CSOs on best practices, results from science – local successes that could inspire others stay local instead of being spread and used to design innovative or replicate successful projects. • Limited CSO capacity in project development and management techniques to transfer ideas into feasible and bankable projects • In most dryland areas in Africa, CSOs working on sustainability and poverty reduction are not working together, are not organised to have a larger impact together towards policy makers and donors (through alliances and such)‏

BACKGROUND IMPLEMENTATION OF THE CONVENTION TO COMBAT DESERTIFICATION AND DROUGHT (UNCCD) - ENID Initiative to enhance CSOs participation in the UNCCD process and develop a northern and southern NGOs coalition for consideration of desertification and drought problems at the international level PARIS DECLARATION ON AID EFFECTIVENESS - Integration of the environmental dimension in development processes in particular on issues related to the UNCCD and other strategic development policy frameworks (MDGs, country strategy papers) including trade related issues. 17 PARTNERS SOUTH: ENDA, TENMIYA, EMG, CENESTA, CAREC, TEMA, LPPS, SCOPE, PROBIOMA, OLCA, INSTUT SERTAO EUROPE: BOTH ENDS, LPP, CARI 20 COUNTRIES Senegal, Morocco, Madagascar, Mauritania, South Africa, Turkey, Iran, India, Pakistan, Kazakhstan, Uzbekistan, Tajikistan, Turkmenistan, Kirghizstan, Brazil, Bolivia, Chile,Netherlands, France, Germany LANGUAGES: English, French, Spanish, Arabic etc.

LESSONS LEARNED • Weakness of capitalization to make available the experiences • Difficulty to harmonize initiatives on CCD between various actors at national and local levels • Lack of indicators which can be used to measure the progress carried out within the framework of adaptation to drought and the combat against desertification • Difficulty of articulating in a concrete way different strategies (desertification, drought, climate, PRSP, etc.) • Actions undertaken to adapt to drought and combat desertification match urgent actions of adaptation to climate change which aim to improve management of water resources, forest, food security of affected countries • Need to facilitate the access of knowledge to local decision-makers for a better mainstreaming of drought and land degradation issue in the local development plans

RECOMMENDATIONS • Enhance communication and capitalization of the best practices to pass on the knowledge and existing methods • Improve visibility of CSOs activities on CCD • Put in place frameworks of dialogue and information exchange decentralized at local level • Federate more an important number of actors, including the local populations, to reinforce cooperation and harmonization of interventions • Strengthen partnership with institutions working in the fields of drought and widen Drynet activities in other affected countries • Put information at States disposal for a better consideration of NGO/CBOs actions in the UNCCD national reports
