CANP Government Relations Legislative Accomplishments 1986 - 1996 • NPs obtain Furnishing Authority • PNP/FNP Medi-Cal Primary Care Provider & independent reimbursement • NP’s as PCP’s on Medicaid • SB 1798- “Non-physician” Providers may contract with medical groups, MD’s & independent practice

  11. GR- Legislative Accomplishments 1999 • AB 1545 • NP’s & PA’s dispense medications including CS regardless of site • Dispense samples • NP name on Rx pad • SB 816: NP’s & PA’s authorized to apply for DEA number • CLIA’s Provider-Performed Microscopy Procedures: NPs authorized to perform

  12. GR Legislative Accomplishments 2000 • SB 88: Mandatory overtime exemption for salaried, full-time NPs • AB 648: Partner treatment for Chlamydia without examination

GR Legislative Accomplishments 2001 • SB 1048: NP’s allowed to perform DMV physicals (CCNP successfully lobbies Assemblyman Flores not to exclude NP’s from DMV physicals) • AB 101: Geriatric NP’s qualify for scholarships • AB 1194: NP’s & PA’s cosign first report of injury & authorize 3 days disability • SB 111: NP’s, PA’s & CNM’s may supervise MA’s venipuncture and injections

GR Legislative Accomplishments 2002 • CANP successfully lobbies Governor’s office to reinstate funding for CHDP program • 1st National NP week • SB 1558: NPs secure authorization to Request and Receive Sample Medications • SB 993: Removal of furnishing restrictions • Solo practice furnishing restriction removed from law

GR Legislative Accomplishments 2003 • AB 1196: Nurse Practitioners obtain legal authority to furnish Controlled Substances Schedule II Medications • BRN released requirements • Class and limited specialties • Linked to SB 151- Implementation of new Secure Prescription Pads for all controlled substances (II-V) after January 1, 2005

  16. GR Legislative Accomplishments 2004 • AB 2226: CMA recently voted to support legislation to require NP’s to be masters prepared & hold national certification in specialty. Effective 1/1/08 • AB 2560: Deletes “Essentially Healthy” language in the furnishing code, removing furnishing restrictions • AB 2660: Removal of MD name on prescription pad and label

  17. CANP- What’s next The Provider Project • Phase II: Defining the Role of NP’s • NP Scope of Practice • Will not limit the practice of RN’s • Necessary for NP’s to be directly reimbursed • Phase II now engaged • Defining language: Legislative activity 2005-2006 • Educating support & opposition
