Overview • One of PHMSA’s strategic goals is: Preparedness and Response: Reduce the consequences (harm to people, environment, and economy) after a pipeline or hazmat failure has occurred. • Current PHMSA regulations and programs address this goal • Recent incidents have placed considerable focus on this goal • PHMSA is augmenting existing regulations and programs through communications and outreach, developing strategies, and building partnerships

  3. Overarching Problem Many emergency responders in communities traversed by pipelines are not adequately prepared to safely and effectively respond to pipeline emergencies.

  4. Fundamental Goal Institutionalize pipeline safety in the emergency response community by creating solutions that leverage existing resources and processes in a sustainable way.

Communications and Outreach • Our goal is to educate ourselves and stakeholders on pipeline emergency preparedness and response issues • PHMSA Pipeline Emergency Response Forum – Dec. 9, 2011 • Presentations and booths at multiple conferences: • HOTZONE, IAFC hazmat conference, FDIC, Continuing Challenge, Midwest Hazmat Conference • Articles in fire service publications

Developing Strategies and Building Partnerships • Transportation Community Awareness and Emergency Response (TRANSCAER®) • Voluntary national outreach effort assisting communities prepare for and respond to hazmat transportation incidents • National Association of State Fire Marshals (NASFM) • Ongoing Cooperative Agreement that produced Pipeline Emergencies training curriculum • Tremendous support from the U.S. Fire Administration • Pipeline Emergency Response Working Group • Georgia Pilot – PHMSA Southern Region

Pipeline Emergency Response Working Group • Kickoff meeting held June 29, 2012 • Goals and approach: • Define success and performance metrics • Inventory existing resources that can be used to help institutionalize pipelines in the emergency response community • Address gaps in existing resources through partnerships

Georgia Pilot • Led by PHMSA’s Southern Region • Working group of pipeline operators, emergency responders, and regulators • Goals: • Establish and sustain effective communication between emergency responders and pipeline operators • Develop comprehensive training program for emergency responders • Develop a model that is transferrable to other states • Group met in May 2012 and is meeting periodically to advance their goals
