  2. MISSION “to ensure the full potential of smart cards is harnessed in the delivery of local authority electronic services for the benefit of UK citizens, by defining and monitoring interoperability standards across platforms, issuers, local services and environments”

  3. PURPOSE • Define and monitor interoperability requirements(within and across Local Authorities) • Meet local authority regulation & policy requirements, including inclusivity needs • Assist local authorities to meet citizen & community requirements for: • ease of use • equality of access • consistency of operation • security and privacy

  4. DELIVERABLES(to be agreed) • Set of Guidelinesand Rules • to ensure LA smart card systems are asuitable vehicle for central Government applications • to enable Local Authority participation in multi-application smart card environments • Standards (as necessary) • Where specifically needed for smart card schemes involving Local Authorities • Best Practice Guide • as well to support user requirements in a smart card environment including all special needs and socially disadvantaged groups • European Standards • Vehicle for Local Authoritiesto influencethe development of European standards for smart cards in the public service multi-application arena

Progress • Since March 2002 : • Interim Board and Steering Group set up • Technical, Management and Marketing Working Groups operational • Support of ODPM, DfT, IDeA, SOCITM obtained • Delivering the Standards Work Package for the OPDM National Smartcard Project • Gained endorsement of CEN and eEurope standards bodies • Initial members include NERSC, Cambridgeshire, Cornwall, Cardiff, London, Smart Cities, Newham, Scotland, Northern Ireland

Principles of Operation • BY Local Authorities FOR Local Authorities • Fast Development of open interoperable platform suitable for Local Authority needs • Ensure Local Authority smart card systems are asuitable vehicle for central Government applications • Fill “gaps” at application level • Use existing open standards & specifications wherever suitable • Work with other relevant standards groups to avoid duplication
