Trusted Network • $1.5M • Laws 2007, Chapter 28, Section 7 (9) • $50K • DoIT FY11 Base Budget • The trusted network project is in response to a the Department of Information Technologies (DoIT) need to implement: • Data Center power re-circuiting, • IT Asset Management, • IT Security and • IT Performance Monitoring.
Project Summary • The Department of Information Technology has implemented systems that can be leveraged Enterprise-wide including: • Data Center Power Re-circuiting to ensure power stability and future expansion capability, • Enterprise Service Management with integrated Configuration Management Database (CMDB) • Enterprise IT Asset Management for automated discovery and tracking, • Enterprise IT Performance Monitoring to provide monitoring of the state’s IT physical environment, system optimization and quick problem isolation, • Enterprise IT Security for protection, prevention, early detection and efficient remediation.
Objective • To obtain project Closeout Certification • The Department of Information Technology request certification to close the Trusted Network project • All system requirements have been fulfilled • All vendor payments are complete and vendor contracts closed • IV&V requirements have been successfully completed • Systems have been transitioned from implementation to operations • Project document and records are stored and available for future reference

Events/Accomplishments • Data Center Power Re-circuiting: • Data Center Power re-circuiting complete • All racks are fed by redundant UPS A/B or UPS C/D circuits • Single outlet devices benefit from rack mounted transfer switches to facilitate power redundancy • IT Security: • Tipping Point Intrusion Prevention System is up and running • ArcSight Event Logging and Correlation (SIEM) system is up and running as a pilot service for Department of Health
Events/Accomplishments(cont’d) • Asset Management: • Core Unified Asset Portfolio Management (UAPM) system implementation completed. Installation included Master Database (MDB) • Service Desk Manager (SDM) system implementation complete and went live on December 8th, 2010 – Includes Configuration Management Database (CMDB) • Performance Monitoring: • eHealth and Spectrum implemented – SPECTRUM provides real-time monitoring and notification. eHealth provides reporting, trending and analysis • Phase I implementation configured to monitor SHARE
Lessons Learned Data Center Power Re-circuiting • Discovered need to install rack mounted transfer switches for single outlet devices Performance Monitoring System • Encountered strong resistance to acceptance and adoption of CA eHealth and Spectrum due to use of agent software. Agentless configuration does not provide the level of detail desired for change management. Service Management System • System required customization in order to generate Account Codes for billable incident and request tickets. This change makes system upgrades difficult and expensive. • Upon initial install, system experienced unusual performance and slow response due to lack of IOPS on storage device. Database was moved from Tier II to Tier I platform to resolve issue.
Lessons Learned (cont’d) Client Management System • Encountered strong resistance to acceptance and adoption of CA Client Manager due to use of agent software. Agentless configuration does not provide the level of detail desired for change management. IT Security – Intrusion Prevention System • N/A IT Security (Event Logging and Correlation System) • System was deployed as a pilot service to Department of Health.
