  1. The importance of this Expert Group Meeting sustainable development, so far, is the sole reasonable solution to climate change. The concerning negotiation is drawing greater attention, while making little progress.

Why has China been attaching great importance on Climate Change? • China has world largest population, over 1.3 billion, and fragile ecological environment. • China ‘s economic achievements are largely concentrates in the eastern and southern coastal region. • China shares the international responsibility to protect global climate.

  3. China’s mitigation action • By restructuring economy and improving energy efficiency, 1,800 Mt CO2 emissions had been avoided • By developing low-carbon and renewable energy to optimize the energy mix, 380 Mt CO2 emissions were avoided • By afforestation, forest management and deforestation avoidance, 5,110 Mt CO2 had been avoided • By strengthening laws and regulations, improving institutions and mechanisms and enhancing climate change research and capacity building, public awareness is substantially raised

China ‘s National Climate Change Programme sets new objectivesby 2010 • to reduce energy consumption per unit GDP by 20% • to increase the share of renewable energy to 10% in primary energy supply • to increase the forest coverage rate to 20% • to increase carbon sink by 50 million tons over 2005 level China is preparing to update its National Climate Change Programme

  5. The difficulties China faces • Finance: Huge financial gaps to cover • technology: hard to acquire or afford advanced technologies • capacity building: lack of experts and so on
