10 Policy Demand from the UPA • Adopt the Right to Education Bill 2005 with suggested amendments, and allocate 6% of the GDP to Education • Allocate 3% of the GDP to Health and the effectively implement the National Rural Health Mission (NRHM). • Ensure the rigorous implementation of the NREGA, and involve the local elected bodies in the same • Implement Forest Rights Act, 2006 and strengthen the implementation of the Land Reforms Acts. • Table and enact Women’s Reservation Bill in Parliament immediately • Enact a comprehensive Central legislation on reservation in the private sector for dalits and adivasis. 3 Years of the NCMP
10 Policy Demands from the UPA • Enact the Communal Violence Bill 2005 with amendments and abolish the Armed Forces Special Powers Act. • Stop forced eviction and ensure a comprehensive policy for rehabilitation against displacement and natural disasters. • Stop the privatization of basic services and the imposition of user fees on the poor for these services, such as proposed through the JNNURM • Ensure the participation of Elected Local Bodies (rural & urban) in all development plans and projects. 3 Years of the NCMP
