The Personal Care Home Program The Winnipeg Regional Health Authority’s Long Term Care Strategy Personal Care Homes in Winnipeg: • Admissions through the WRHA Access Centre • Level of care required is assessed • Approximately 39 PCHs in the city • 5,700 beds • Levels of Care – primarily levels 3 and 4 • Hours of Care – 2nd highest hours of care in Canada • Care Giver mix - Social Model of care • Private, semi-private and multi-bed rooms • Occupancy

The Personal Care Home Program THE RIGHT FIT FOR MANITOBA Finding the right fit for Manitoba requires: • matching services to the current and future needs of the population, ensuring that some of our most vulnerable citizens have safe, reliable care, without unnecessary hardships such as multiple moves, or protracted wait times; • providing services in the communities and neighbourhoods where seniors and their families currently reside;

8. The Personal Care Home Program Finding the right fit for Manitoba requires: • learning from other jurisdictions, from industry stakeholders and from experience to constantly update and improve the model; • delivering all these components at a reasonable cost that is affordable to those who require care, and to taxpayers; ensuring that we are making the best use of our existing infrastructure while adjusting for long term needs.

Personal Care Home Program Next Steps: Aging In Place Policy and the LTC Strategy: • New Provincial Working Group formed • Objective: Support and enhance the Provincial Aging In Place Policy and the regional health authorities long term care strategies. • Representation: • Manitoba Health • Family Services and Housing • WRHA • NPLTCA • LTCAM (includes Supportive Housing rep) • Rural Long Term Care Continuum

Personal Care Home Program Next Steps: (continued) • Representation and objective will support the recent Province of Manitoba News Release on November 29, 2007: • “Launching a new provincial strategy to develop community-living supports that allow seniors to preserve their dignity, independence and health and live out their years in their own communities;” • “Investing more than $21M to expand community housing options for seniors in rural and northern areas of the province.”
