Community Media: What is it? • Geographic communities • Diverse, democratic participation • Deliberation and Storytelling • Empowerment: Access and Community Development • Public media, predominantly non-commercial requiring public support: Set asides and subsidies • Must grapple with government to secure licensing and bandwidth allocations • Diverse media practices encompassing alternative, activist, ethnic and civic media

  3. Important Distinctions • Practices across platforms[not platforms] • Geography, not disembodied networks • Public voice, not individual or personal media • Community media, not Public Broadcasting

  4. Community Media “It is……exceptionally hard to give the term community a lucid and exact sense. Yet, when the word is used as convenient verbal short hand for the spectrum of the relatively dispossessed, or local realities, it is hard to think of a replacement.” John D.H. Community Media Trends/Opportunities • Collaboration between community media organizations • Creative Clustering • Convergence: Internet’s open architecture and democratic structure repositions community media away from the margins of media culture • Community media/PEG are the historical roots of participatory open source media • Social networking media does not depart from community media, it is on a participatory continuum, not a historical break:60 years of participatory media practice inform culture of networked environment.

PEG Issues • Difficult to generalize the incredible range of PEG operations • It’s a myth that PEG are not innovating: significant numbers of PEG operations are steadily integrating new media and diversifying their practices • National policy framework that secures bandwidth, frequency and funding. • We encountered breathtaking misrepresentation from academics and media change advocates
