Objectives • Skill consultants on R6 preparation from proposal development to GA preparation: forms-guidelines, CCM/PR/LFA requirements, M&E plan, PSM plan • Adapt the Stop TB Strategy to GF forms and discuss specific issues re HSS contribution, GLC support, successive proposals, pitfalls to approval • Coordinate Technical Support response through RO, CO and Partners to assist R6 preparation

Method • Facilitators: STB, MSH, GF Secretariat • Administrative Assistance: Natacha • Agenda and Content: 3 Parts • Day 1: Introduction, Basics, and Experience Sharing (U 1-3) • Day 2: GF procedures at global and country levels (U 4-8) • Day 3-4: Service Delivery Areas (U 9-18) • Presentations, Q&A, exercises

After this workshop… • Technical support to at least 30 countries • Coordination of Technical Support through Partners and WHO Regional and Country offices • Support country visits through email hotline and documentation – tbproposalhelp@who.int • Grant negotiation support to approved round 6 countries

Stop TB strategy in GFATM R5 TB components • DOTS expansion in all TB proposals • Laboratory strengthening in 2/3 TB proposals • TB/HIV in 61% of TB and 68% of HIV proposals • MDR TB in 1/3 TB proposal (3/4 MDR projects) • ACSM, Civil society in 38% TB proposals • Community TB in 1/2 TB proposals • PPM in 1/3 TB proposals • OR 1 in TB proposals (Gambia)

Technical Support plan for GFATM/TB at country level • Proposal Preparation, clarifications for 30 countries (< in R5 - 46) • R6 Grant Agreement Negotiation M&E plan, PSM plan, Work plan and budget, TS plan, Conditions Precedent, PR assessment and support • R5 Grant implementation: phase 2 preparation External assessment at month 15-16 with PR, LFA, FPM ~10countries, support in 2007 • R1-R4 Phase 2 monitoring ~ 20 countries in 2007 • Training on GF procedures at country level
