ASPA and UNPAN: A Brief History • In 2001, the United Nations Division for Public Administration and Development Management (DPADM) contracted with ASPA to undertake a research study analyzing the approach, progress and commitment to e-government on the part of the 190 UN Member States. 4th UNPAN Training Workshop ASPA Presentation September 23, 2003
ASPA and UNPAN: A Brief History • An ASPA contract employee conducted the survey and wrote the final report, “Benchmarking E-government: A Global Perspective -- Assessing the Progress of the UN Member States,” which was distributed widely and made available via the UNPAN web site. 4th UNPAN Training Workshop ASPA Presentation September 23, 2003

Analytical Reports • Definition: A written document describing the findings of some individual or group. An analytical report often presents a solution to a problem. • Many of the analytical reports submitted by ASPA were written by its members and staff at the beginning of its 2002 strategic planning process. 4th UNPAN Training Workshop ASPA Presentation September 23, 2003
Case Studies • Definition: The collection and presentation of detailed information about a particular participant, group, or organization, frequently including the accounts of subjects themselves. • Case studies are useful for encouraging discussion about best practices and problem-solving strategies. 4th UNPAN Training Workshop ASPA Presentation September 23, 2003
Case Studies • Most of the case studies posted by ASPA were developed by the Balanced Scorecard Interest Group, which convenes U.S. federal government agencies interested in performance management • ASPA has also provided links to abstracts of governmental case studies available on its web site. 4th UNPAN Training Workshop ASPA Presentation September 23, 2003
Analytical Reports vs. Case Studies • Case studies are focused on a specific organization/program and tell the story of that organization/program, possibly with an issue focus such as performance measurement. • Analytical reports are a broader category that could include case studies.
