LOCSU Background • Formed by the Optical Bodies (ABDO/AOP/ FODO) to: • provide support services to Local Optical Committees (LOCs) • meet the challenges of local contracting for enhanced services • act as focal point for communication across and between LOCs
Previously the only LOC support available was via the Central Fund:- 2% levy from a small number of practices LOCSU was established to provide comprehensive LOC support:- 0.5% levy on the statutory level collected from all practices LOCSU Background

Universal Pathways PEARS
LOCSU Business Plan 09/10 LOCSU provides the interface between the national representative bodies and LOCs/ROCs. In 2009/10 LOCSU will fulfil this function through five interrelated programmes supporting LOCs in:
LOCSU Business Plan 09/10 • Uniting the optical sector at local level • Speaking with a national voice at local level • Expanding eye care services in the community • Providing excellence in representing eye care locally • Making efficient use of resources for maximum benefit
Uniting the Optical Sector • Respond to LOC requests and queries within 24 working hours • Produce four ‘best practice’ bulletins • Carry out and feedback regular surveys • Manage the National Optometric Conference • Establish an affiliates programme • Improve the LOCSU website • Provide additional regional-level support
Speaking with One Voice at a National Level • Produce confidential ‘hot briefs’ • Issue briefings on national opportunities to be seized • Provide timely briefings on major consultations with suggested responses • Provide LOCs/ROCs with ‘core presentations’ for promotional purposes
Expanding Eye Care Service in the Community • Alert LOCs/ROCs to all local tendering opportunities • Provide regular intelligence reports • Establish accessible national baseline of enhanced services • Agree targets for further expansion if LOCs/ROCs wish
Expanding Eye Care Service in the Community • Provide hands-on support to LOCs/ROCs in developing tender documents, contracts and winning services • Upgrade the National Eye Health Epidemiological Model (NEHEM) • Agree national model contract for enhanced services with NHS Primary Care Contracting • Roll out the Enhanced Services Project for 2010
Excellence in Local Representation • Provide regular induction training for all new LOC/ROC Chairs and members • Provide regular training courses on basic negotiating skills and tactics • Support LOCs/ROCs in local lobbying as part of the UK Vision Strategy • Support LOCs/ROCs with advice on lobbying local councils’ overview and scrutiny committees • Provide bespoke support to LOCs/ROCs struggling with benchmarks
LOCSU Management • Manage LOC/ROC contributions effectively on behalf of the sector • Produce a costed business plan and annual report • Ensure cost-effective levy collection to minimise costs • Actively seek efficiencies and cost reductions
