New Projects • There is approximately $582,434 available (if the Durham CoC Exhibit 1 score is at or above the threshold); • Approximately $101,634 is available for one or more permanent support housing projects for the disabled (again, only if there is a threshold Ex. 1 score);
New Projects • Anyone wishing to submit a new project proposal must submit a Letter of Intent (by email) and Project Information Form to Lanea Foster by cob July 16, 2010. lanea@dahc.org Assistance available by phone and email until August 2,2010 in defining conceptual framework of project.
Second step… New Projects • Only new Projects are ranked by CoC in order of priority; • Housing Emphasis and Leveraging points are calculated only on new projects (minus dedicated HMIS projects and admin. costs in all projects); • HUD will announce awards in late winter or early spring, 2011. • To be followed by Technical Submissions

…more on renewal projects • Renewals do not need to be ranked by CoC; • Ex. 2 for verifying budget and basic project information only, with budgets approved by HUD in the Grants Inventory Worksheet; • HUD will again do threshold reviews of renewal projects: • Assess spending history on current grants • Assess sponsor/grantee capacity (including reporting capacity) • Assess applicant quality. Renewal budgets do not count towards housing emphasis and leveraging points;
“Useful information” FOR 2010 • Two-step awards process: • Renewals will be awarded expedited funding by HUD in winter, 2010; • Grant Agreements for renewal projects to be sent out by HUD this winter, probably early 2011. • Project Funding term for one year only; • Project Grant Amount fixed by HUD – verified by CoC during registration process – amounts on Grant Inventory Worksheet in possession of CoC Lead Agency (DAHC);
Permanent Housing Bonus • Permanent Housing Bonus: for any household where a person is disabled, not just for the chronically homeless; (but HUD encourages setting aside units for the chronically homeless); • There can be more than one bonus project, but the total amount for all cannot exceed 15% of PPRN (Preliminary Pro-Rata Need) amount; • No more than 20% of grant can be used for case management; • PPRN amounts cannot be used to supplement bonus project budgets.
Useful information FOR 2010 : • No Hold Harmless Need Reallocation (HHN) this year; • Certificate of Consistency with Consolidated Plan now part of Exhibit 1, and submitted as part of Exhibit 1 (not the project Exhibits 2) and this must contain a list of all new and renewal projects in the project listing; • Identification of coordination with HPRP and other ARRA-funded programs required for Exhibit 1 (NSP and HUD-VASH, among others); • S+C and SRO must apply for 100% of Fair Market Rents (no more and no less).
… more Useful information FOR 2010 • Transitional Housing (TH) and Supportive Services Only (SSO) projects may serve persons being discharged from an institution (including prisons, mental health institutions and hospitals) : • where the person has been a resident for more than 90 days and where no subsequent housing has been identified • The person lacks resources and support networks needed to obtain housing. Prior to this NOFA the residency requirement was 30 days.
Funding Categories for 2009 NOFA • S+C Renewal includes eligible S+C renewal projects; • SHP Renewal includes eligible SHP renewal projects; • Permanent Housing Funding Category, covering one or more eligible new SHP, S+C and Section 8 SRO projects applying for up to 15% of the CoC’s PPRN (this is the Bonus); • Final Pro Rata Need Category, consisting of eligible new SHP, Section 8 SRO, S+C projects submitted by only those CoCs whose FPRN is based on their PPRN being greater than their HHN (are not in Hold Harmless).
… more on funding categories • HUD will fund the categories on the preceding slide in the order they are listed; • In order to meet the 30% Permanent Housing Congressional mandate, HUD will fund permanent supportive housing, both renewals and new projects (excluding S+C renewals), including bonus projects; • Lower-ranked dedicated HMIS projects; • All other projects, in rank order by CoC score.
Ranking of New Projects will be by: • % of budget going to housing activity (leasing, operating expenses, capital expenses) vs. supportive services; • % of budget available as match, and as leveraging; • Demonstrated need of project; • Demonstrated capacity of applicant for type of project and experience with client population; • Two-year grant term, not 3-year grant term; • Expected timeliness (site control, if applicable).
Duties of the Grantee (for new projects, the Applicant, who then becomes the Grantee): • Overall management of the grant; • Distributing funds to project sponsors, if any; • Overseeing project sponsors, if any; • Reporting to HUD (submission of APRs); • Providing performance data to the CoC for community-level analysis; • Collecting information to provide the CoC with counts of the homeless through HMIS, and participating in HMIS.
Letter of Intent for New Projects to contain: • Agency name, contact person, mailing address, email; • Experience with the proposed type of project and anticipated population to be served; • Type of project proposed and location; • Number of clients to be served and type (individuals, families, chronic homeless, disabled, etc.); • Proposed activities (housing, services); • Indication of need in the area for this type of project; • Anticipated client outcomes; • Approximate project budget, evidence of required match, and evidence of site control (if applicable).
Exhibit 2 applications:Housing/Services Projects of the CoC • Every new project, if a new HUD sponsor/grantee, first completes an SF-424 as part of the registration process, and obtains a DUNS number. • If your organization is planning to submit a new project, regardless of whether it is for the Bonus Amounts or not, work closely with your CoC workgroup to determine what is needed in your CoC’s community and what type of project to propose. • Failure to do this may result in a lower-ranked project.
Service Elements of a Continuum of Care • Homeless Prevention • Outreach, Intake and Assessment • Emergency Shelter • Transitional Housing • Supportive services (includes HMIS) • Permanent housing • Permanent Supportive Housing Only those types underlined can obtain HUD funding through the competitive funding process with the NOFA! ESG funds emergency shelter, and HPRP funds prevention, outreach, intake and assessment.
Component Type for SHP • Transitional Housing • Leasing, New Construction, or Acquisition/Rehabilitation • Permanent Supportive Housing • Leasing, New Construction, or Acquisition/Rehabilitation • Supportive Services Only (including dedicated HMIS) • SRO (single Room Occupancy): “dormitory” style with shared living spaces/kitchen/dining and individual bedrooms • Safe Haven: low demand common housing for persons with mental illness, substance abuse, etc. who are reluctant to engage in service plan • Innovative Supportive Housing
Grant Term of SHP projects: • 2 or 3 years for new SHP • 1,2 or 3 years for new HMIS • 1 year for all renewal projects for CoCs in HHN status • 1,2 or 3 years for projects in CoCs under PPRN status In terms of strategy, it is best if all renewal projects for CoCs under PPRN status are for one year only. In this manner, the greatest number of new projects may be considered for funding (if the Exhibit 1 receives a threshold/passing score).
Client Populations given special consideration:(those for SHP may have additional scoring points in Ex. 1) • For SHP: Homeless Individuals with disabilities Homeless Families with children • For S+C: Homeless individuals who are seriously mentally ill, who have chronic problems with alcohol and/or drugs, or have AIDS and related diseases
Project Eligibility (Threshold) Requirements • Applicants and sponsors must provide evidence of eligibility and capacity, and submit the required certifications in the NOFA. • Client population served must meet eligibility requirements of the specific program (p. 26 of NOFA). • Only persons coming from streets, emergency shelters, safe havens or transitional housing (originally from streets or emergency shelter) can be served by permanent housing projects.

Submission method: e-snaps again: • Exhibits 1 and 2 are electronically submitted through e-snaps (www. hud.gov/esnaps); • All new project applicants must first fill out the SF 424 in order to be able to access Exhibit 2; • All Exhibit 2 project applications will be submitted to the CoC electronically, according to a time deadline established by each CoC which covers the geography in which the project is located.
