No Net Loss of Wetlands Goal • A policy aiming to prevent and offset the destruction of wetlands through a coordinated effort of: • Wetlands protection • Creation of new wetlands • Restoration, enhancement, and management • Research, information, and education • First adopted under George H.W. Bush’s administration in 1988 and reaffirmed by every subsequent Presidential administration
Wetlands Reserve Program: Subsidy • Authorized by the 1990 Farm Bill, 2008 Farm Bill • Objective: to provide technological and financial assistance to landowners for carrying out their wetlands protection and restoration measures • Payments in exchange for carrying out an approved conservation plan • Direct payment based upon the value lost by restoration actions
