San Joaquin Valley Goods Movement Study – Phase III Transportation leadership you can trust. presented toCouncil of Fresno County Governments presented byCambridge Systematics, Inc. September 13, 2006 Fresno, California
Project Objectives • Update model validation based on the latest statewide model data and updated truck classification count database • Develop a future year model • Provide a truck model that is maintainable by the 8 RTPAs and Caltrans
Scope of Work • Base Year Model Update • Enhance model with updated input data • Update model components • Improve Model Validation • Enhance the commodity flow tool • Forecasts • Develop future year model • Perform Truck Studies • Integrate with local traffic models • Management/documentation and training
Task 2Enhance the SJV Truck Model • Refine the Base Year Model • New statewide network developed by CS for the CA HSR project • Used GIS to integrate the network with local model networks • New statewide model socioeconomic database developed by CS for the CA HSR project
Refine ITMS Trip Table Generation Refine base year ITMS data Use growth factors to calculate 2025 ITMS data Update Non-manufactured (farm products, mining, warehousing) commodity flows Commodity flows between major O-D pairs Refine the Non-ITMS Trip Generation and Distribution Compare model trip rates to other models and research reports Use average trip lengths from the FHWA work to calibrate the trip distribution model Add screenlines to test trip distribution along major north-south and east-west corridors Task 3Update Model Components
Task 4Improve Model Validation • Develop model validation criteria • Use latest STM trip tables for multiclass assignment • Compile all available truck classification counts • Identify locations where additional counts are needed; Wiltec to perform data collection • Test PCE factors based on grade from the Highway Capacity Manual
Task 5Develop Future Year Truck Model 2000 Base Year Validated ITMS Commodity Flows (1 + g1, c1, O1-D1)6 2006 ITMS Commodity Flows (1 + g2, c1,O1-D1)10 2016 ITMS Commodity Flows (1 + g3, c1,O1-D1)9 2025 ITMS Commodity Flows Where: g1, c1,O1-D1 = Validated ITMS annual growth factor for the time-period between 2000 and 2006, by commodity group 1, and origin (O1) – destination (D1) pair; g2, c1,O1-D1 = Validated ITMS annual growth factor time-period between 2006 and 2016, by commodity group 1, and origin (O1) – destination (D1) pair; and g3, c1,O1-D1 = Validated ITMS annual growth factor time-period between 2016 and 2026, by commodity group 1, and origin (O1) – destination (D1) pair. • Prepare 2025/2030 Socioeconomic data and highway network • Prepare 2025 Commodity Flow Data
Task 6Enhance the Usability of the Commodity Flow GIS Tool –Options • Option A – Convert to ArcGIS 9.x system • Availability of Visual Tools • Need to convert outputs to formats that are used by TP+ • Option B – Convert to TP+/ VIPER • Maintain the entire model in the same platform • TP+ code makes the process transparent • Output files can directly be used
Task 8Integrate with Local Traffic Models • Integrate with eight-county models (Fresno, Kern, Kings, Madera, Merced, San Joaquin, Stanislaus, and Tulare) • Use Subarea Trip Extraction feature in Cube/TP+
Task 9Training and Documentation • Update model documentation and user’s guide • Provide training for the truck model and the commodity flow tool • Overview of model inputs, parameters, programs, and outputs • A hands-on practice of running the base and future year models • A hands-on exercise of using model outputs as inputs to the local traffic models • Hands-on exercises to create and complete truck studies
Task 10Truck Studies • Create truck studies for each of the eight counties • Truck-Only Lanes/Truck Bypass Lanes • Goods Movement Strategies • Truck/Rail Diversion Strategies
Task 10Truck Studies • Develop performance measures such as delay, safety, emissions, reliability, etc.
