  4. What works to reduce re-offending? No magic bullet 7 Reducing Reoffending Pathways - but no consensus on sequence or priority pathways Accommodation as a key criminogenic need Partnership approach - no one agency can work in isolation or assume sole responsibility

  5. Offender Management • Structure - 8 Offender Management Units(OMUs) located across Kent & Medway • Purpose - Enforcement of non-custodial Community Orders / post-custodial Licences • Means - Risk Assessment & Review (OASys, standardised measurement tool)

  6. Interventions • Community Payback (Unpaid Work) • Accredited Programmes • Approved Premises • Commissioned specialist services • ETE / Victim Liaison / etc

  7. Court Work • Probation Court Officers • 2 Crown Courts - full time (Canterbury & Maidstone) • 11 Magistrate Courts - rota based

  8. HM Prisons & Youth Offender Service • Seconded Offender Managers - managing risk within a custodial setting • Seconded Offender Managers - joining YOTs 19

  9. Strategic Partnerships • KCC, Medway Council, Local Authorities, Kent Police, Prison Service • Community Safety Partnerships • Supporting People / DAAT / PCT

  15. Commissioned Services, eg • Accommodation, Aid & Advice (AAA) service (HOPE) • Weekly surgery in each OMU to respond to all accommodation issues and undertake follow-up casework

  16. Commissioned Services, eg • Children & Families Enterprises (CAFE) project (co-commissioned with KCC) • Holistic, intensive, practical, family-based support for complex, ‘hard-to-reach’ families • Safeguarding, preventative, engaging clients with mainstream services
