1. Cancer control strategy Cancer control strategy and framework for country action • Building on the WHA and RC resolution, the regional cancer control strategy has been developed with Member States through two regional consultation processes and inter country meetings; • This strategy comprises seven building blocks which were taken together would help in developing a comprehensive cancer control programme in Member States.
2. Objectives of the strategy Cancer control strategy and framework for country action • Promote national cancer control planningamong Member States; • Strengthen cancer prevention, early detectionand management; • Promote mobilization of resources; • Strengthen cancer registration and promotecancer research.
3. The regional alliance against cancer Cancer control strategy and framework for country action • EMRO, together with, Princess LallaSalma association against cancer signed a collaborative agreement. • The regional alliance against cancer was created in 2007. • The alliance is consistent with the regional strategy for cancer prevention and control.
4. Targets Cancer control strategy and framework for country action By end of 2013 • 30% of Member States will have developed adequately resources cancer control plans with measurable targets to demonstrate impact; • At least 75% of Member Stateswill be equipped with cancer registries and trained staff; • 50% of Member Stateswill have core staff trainedon palliative care.
Cancer control strategy and framework for country action • Seven approaches for the regional framework for country action: • Under each of the seven approaches, there are sets of actions for Member States
Approach 1 7 approaches for the regional framework for country action 1 • Establish/ reactivate a national cancer control committee headed by a prominent high-level person. • Develop national cancer control plans or update existing plans, to include an integrated set of activities covering six core areas: • prevention; • screening; • diagnosis and treatment; • palliative care; • registries; and • research Establish and strengthen comprehensive national cancer control plans, policies, legislation and regulation
Approach 2 7 approaches for the regional framework for country action 2 • Assess the magnitude of the problem and pattern of cancer. • Assess national capacity in: • Financial • Human resources • Diagnostic and treatment facilities • Medications • Equity and accessibility • Cancer registry and database • NGOs (presence and strength) • Research availability and capacity Assess magnitude of the problem and country priorities
Approach 3 7 approaches for the regional framework for country action 3 • Design and implement an advocacy campaign. • To mobilize political support for the national action plan for cancer prevention and control through the mass media, involving community and religious leaders and prominent personalities. • Advocate to mobilize resources. • Advocate for necessary legislation and regulations to reduce exposure to risk factors. Approach 4 7 approaches for the regional framework for country action 4 • Develop capacity and infrastructure • Human resources at primary, secondary and tertiary levels • Training resources • Financial resources • Health system capacity (equipments, technology) • Develop supportive activities: • Coordinate efforts of all stakeholders • Mobilize resources • Involve community at all stages of development • Establish a national network • Develop the monitoring and evaluation system Develop the required mechanisms for implementation of national plan

Approach 6 7 approaches for the regional framework for country action 6 • Improve access to coordinated diagnosis & treatment services; • Increase human resources skills and technology for diagnosis and treatment of cancer; • Develop primary and community based palliative care programmes: • to increase access to pain reducing medicines; • to increase access to psychosocial and spiritual support for patient and families. Improve cancer management, reduce pain and improve quality of life
Approach 7 7 approaches for the regional framework for country action 7 • Develop / strengthen cancer registries, surveillance and database; • Promote research; • Identify research priorities; • Utilize collaborating centres and research network; • Identify knowledge, gaps and evaluate strategies; • Share research findings. Support cancer surveillance and research

Recommendations • Establish national cancer control committee. • Develop/ review and finalize the national cancer control plan in line with the regional cancer control strategy. • Adapt the regional strategy for cancer control according to identified national needs ,resources and priorities. • Assess national resources for cancer control guided by WHO tools. • Develop a monitoring and evaluation system.
