Board Resolution: rent = 30% gross payRent for 2007-08 = $741 (HUD 1 bedroom) 2007-08 Base wage: $11.62 /hr. Annual raise: COL + up to 3% / year 2013-14 wage = $16.48/hr. (assuming 3%/yr. COL raise and maximum supplement)
Single Index vs. “Market BasketRent index: rent = 30% gross wage
February, 2007 Rent $800 Utilities 200 Food, etc. 410 Laundry 20 Phone 40 Insurance 80 Transportation 100 Child care 50 Medical (copay) 50 Entertainment 30 Clothing 50 Household 50 Total $1880 A living wage must meet these basic needs. If necessary expenses total $1880 per month, a living wage is $14.40 per hour. “Market Basket” approach
A single-index approach works if the index is reliable. HUD arithmetic changed with 2nd Bush term. Atlanta area HUD rent figures: Sept. 2004: 1 BR $834 2 BR $928 Sept. 2007: 1 BR $741 2 BR $824 Universallivingwage.org: Atlanta “Living Wage” 9/04: $16.04/hr. Atlanta “Living Wage” 9/07: $14.25/hr.
ASC uses HUD 1-bedroom rent figure of $741. A rent-index based on 1 bedroom fails to allow for children. DFACS requires 2 bedrooms if there are children. (Some employees with children receive assistance.)
ASC board resolution sets a living wage target date of 2013-14. 2007-08 rent = $741 (1 BR) 2013-14 rent = $885 (assuming 3% annual increase in cost of living, including rent) 2013-14 maximum ASC wage = $16.48/hr. 2013-14 living wage = $17.02 /hr. (if rent = 30% gross pay) This means a gap of almost $100/month between wages and necessary expenses, even using the college’s figures and approach.
Living Wage Campaign Projection February, 2007 rent = $800 2013-14 rent (2 BR) = $955 (assuming 3% annual increase) 2013-14 LWC base wage = $18.35/hr. 2013-14 college base wage = $16.48/hr. This is a gap of $1.87/hr., $324/month between projected college wages and wages necessary to meet basic expenses.
