PROBLEMS ASSOCIATED WITH POOR HOUSING: • Respiratory illness • Heart attacks • These are chronic diseases that have lasting effects, impact heavily upon families and are a drain on the nation’s economy

POPULATION IS ESTIMATED TO SPEND 72% OF THEIR TIME IN THEIR HOME • 800,000 NEW ZEALANDERS WILL HAVE A RESPIRATORY ILLNESS • 1 IN 4 CHILDREN WILL SUFFER FROM ASTHMA AND IT IS THE MOST COMMON CAUSE OF HOSPITAL ADMISSIONS FOR THIS GROUP • ACCIDENTS IN THE HOME ???

2010 – HOW DOES THE HOUSING STOCK BREAK DOWN? • Total 1,649,700 • Privately owned 1,103,000 • Rented 476,300 [almost 1/3 of Households and Housing New Zealand is only 69,000 of these]. • Provided free 70,400
WHO IS THE PROBLEM OF HOUSING FITNESS BEING LEFT TO? • Building inspectors • What is their level of training on health issues? • The Tenancy Tribunals • They have limited experience of Housing problems • Tenants are often encouraged to ‘enforce’ their rights • They are the least able and may jeopardise tenancy • Government Housing Review [2003/4?] • Dropped into the ‘too hard’ basket • Where are EHO’s in all of this?
WHERE ARE THE INITIATIVES COMING FROM? • HHI, Wellington School of Medicine • Local bodies initiatives such as Christchurch and Dunedin City Council • EECA funding
BARRIERS TO AN EFFECTIVE HOUSING FITNESS REGIME IN NZ • Lack of a modern, up to date fitness standard • Lack of effective and timely enforcement tools • Lack of suitably qualified and experienced enforcers • Lack of public perception on who to turn to? • Lack of a national advocate to lobby Government for an interventionist role • Lack of finance • Lack of data on the true condition of our Housing stock
WHAT CAN EHO’S REALLY DO? • Recognise that we have a vital role to play • Speak with a cohesive voice on Housing issues [requires major changes in NZIEH] • Lobby Government for the necessary changes • As a first step lobby for the moribund Housing review to be resuscitated
