2. Introduction • Central Agency for Public Mobilization And Statistics CAPMAS) must be a responsible for building a central statistical business Register. Central statistical business register using administrative data is unavailable in Egypt. CAPMAS have a frame of establishment census that conducted at 2006 and it was planned to will be conduct economic census based on sampling by the end of this year. According to establishment census 2006, there are about 2.4 million working establishments. • CAPMAS have sectoral lists or frames of enterprises/ establishments by economic activities e.g. manufacturing, trade, transport, storing and financing.   Challenges of CSBR Establishment in Egypt CAPMAS, Egypt

Introduction • Surveys conducted by CAPMAS, Transport Registers , Health Records, Federation of Egyptian Industries records and General Authority for industrial development, General Authority for investment & Free Zones Records, Central Bank Records and agriculture ministry Records are the data sources that used for maintaining and updating the list of enterprises and establishments. The Current Situation of Economic Statistics in CAPMAS • CAPMAS have an enterprises/establishments frame for r egular surveys that coverage Public sector enterprises/ establishments and the cut-off point of private sector enterprises/ establishments is 10 and more employees for industrial surveys and there is no cut-off point for the rest of regular statistics. All type of business are included in the Establishment Census and Economic Census. • CAPMAS used ISIC version 4 for coding the industrial classification at most detailed level ( 6 digits ). There is no an identity number for statistical units that be independent of other characteristics and not be changed throughout the life of unit in establishment census or economic census, and the regular statistics; for that we link the data from different sources by using legal name. 5. Challenges of a Central Business Registers Establishment • Every administrative agency have own identified number because we haven't Unified Registration. Any enterprise/ establishment must do registration at Tax Authority, hen at chamber of commerce and finally at commercial register. • For receiving data from other agencies regularly we must do agreement to sign a memorandum of understanding with every agency. In my country, there was a project to establish Central ABR butuntil now only the commercial register data is mostly finished and compare with Tax data. I think the rest of project except the commercial register data is not competed. The commercial register have ID number for every enterprise/ establishment, that number is Tax ID . • The Tax ID is existing in all other registers but some registers like insurance registers isn't an amendatory field.
