Implementation Timelines • Release to State Office Executives and Managers week beginning 18 April • District Directors to begin to plan implementation for districts and sites at DD planning day 18/19 April • Proposed release to sites via InfoConnect week 1 of Term 2 (week beginning 2 May) • DDs to work with site leaders during Term 2 • Series of linked events during Term 2 and beyond

Purpose of the Statement of Directions • To drive the delivery of government, ministerial and organisational priorities and targets for the next 5 years • To provide clarity on departmental directions • To unite the organisation in a common culture and set of organisation-wide values • To use our collective leadership and management capabilities to align our work with the Statement of Directions • To provide a basis for strategic management by ensuring that planning drives program and budget decisions, reporting, and performance management plans

History of Development • Draft DECS Statement of Directions 2005-06 went out for consultation in September 2004 • It was sent to all sites, districts and State Office workgroups for feedback on the department’s priorities and targets • Sites were requested to provide 4 values that they thought were important from an organisational perspective • Minister and CE Community Forums (August-December 2004) • 1,488 people attended these Forums • 330 group discussion forms were collated during the Forums • 548 feedback forms were received from individuals

History of Development (cont.) • DECS Statement of Directions 2005-2010 developed in early 2005. • Changes from consultation draft based on: • SA Strategic Plan and Minister’s priorities • feedback from sites, districts and State Office workgroups • feedback from sites on organisational values • Minister and CE Community Forums • additional feedback from CET and State Office Executive • editorial and design advice

  9. Content 3 key themes: • Our Children and Students • Our Staff • Our Children’s Services, Schools and Communities Summary of inquiry for each theme • What are we doing currently? • What does our analysis and research tell us?

Links with Strategic Management • Strategic management is a number of linked processes related to planning, budgeting, evaluation & reporting, and performance management • Statement of Directions provides the basis for enabling sites, districts and state office workgroups to align their planning and reporting with corporate planning and whole of government budget cycle

Strategic Management Process • (Re)direction of resources around the priorities outlined in the DECS Statement of Directions • Quarterly operational and corporate reporting against the DECS Statement of Directions • Performance management plans informed by the DECS Statement of Directions • Specific plans will flow from the Statement eg. Early years, SACE review, Learning Technologies • An annual statement of updated strategies – published after Cabinet release the annual budget

Commitment to supporting implementation Implementation formed around OD Framework Governance • CET have provided a clear commitment to implementation • A project team has been established to help ensure the successful implementation of the Statement Culture • Everyone is clear about the direction of DECS and their role in the successful implementation of the Statement • Recognise the diverse perspectives within DECS whilst uniting in a common culture and set of values when releasing and implementing the Statement • Harness our relationships with key stakeholders to support the Statement’s implementation

Workforce Capability • use the collective leadership and management capacity across DECS in order to align our work with the Statement of Directions, in particular through the performance management process Business Systems • Embed processes to support the Statement and implementation process • (Re)direct resources to build capacity to deliver the Statement

Expectations of State Office Executives Leadership • Use leadership capacity to engage managers and staff with the Statement of Directions Clear communication to managers and staff: • Purpose of the Statement of Directions • From now on, all planning, reporting, budgeting, resourcing will be focussed around the Statement of Directions • Operational plans for 2005/06 will be based on Statement of Directions • Performance management plans for all staff will also reflect the Statement of Directions
