History • Precedent: a council named CACIT (1999-2004) that assisted both the Government and the Parliament (only from 2003) • CAPCIT was set up in 2008 by the Parliament of Catalonia (through a decision of Parliament of Catalonia’s Board) > the only parliament in Spain to have a scientific and technical advisory body.

Composition • 18 members (+ 1 secretary) • 9 MPs (Speaker, two members of the Board of the Parliament of Catalonia and 6 MPs appointed by each parliamentary group) • 9 representatives from the main scientific and technical institutions of Catalonia.
