SLAC Construction Sub-contractors • Designate Qualified and Competent Persons: • Assembly/Disassembly (A/D) Director; qualified • Crane Operator; licensed/certificated • Signal Person; qualified • Rigger; qualified • Oiler; designated by employer • Helper; works under direction of employer designated person • Training Recordkeeping: SSSP • Follow DOE 1090 and SLAC Chapter 41

  4. SLAC Construction Sub-contractors • Operators* • NCCCO – National Commission for the Certification of Crane Operators • IUOE - International Union of Operating Engineers, Local 12, Pasadena, CA * Not required if crane capacity is equal to or less than 2,000 lbs.

  9. Crane Types (substitutes) • Excavator • Loader/Backhoe • Rough Terrain Forklift Requires a load chart Note: currently do not require a crane operators license

  10. Crane Inspection and Safety • Crane Operator Certifications: NCCCO or IUOE • Crane inspection and maintenance records available • Load rating chart; capacity chart • Outriggers/leveling (outriggers not damaged) • Crane leveled within 1 percent • Moving parts are guarded/ no guards removed • Wire rope on sheaves, drums, rigging, hardware, and attachments(Six randomly distributed broken wires in one lay or three broken wires in one strand in one lay) • No physical damage to boom/jib (structural integrity OK) • Tires inflated, no cuts/tears

Crane Inspection and Safety • No fluid leaks (air & hydraulic) • Fuel & lubricating oil reservoirs properly filled • Operator cab equipped with fully charged fire extinguisher; 10BC (ASME B30.5) • Operating mechanisms functional (lights, sheaves, drums, outriggers, turntable connections – all OK) • Limit switch connected and functioning • Inspect and test all brakes and clutches • Check load moment indicators – operating • Crane cab (wind shield OK, gauges & warning lights functioning)

  12. Required: Annual Inspection Quadrennial Inspection *Note: A quadrennial can serve as an annual Crane Inspection

  13. Rigging Equipment • Sling • Shackle • Hook • Spreader • Attachments • Must meet ASME B30.20 or BTH Standard

  14. Rigging on Lifts No Free Rigging on forks, Must have manufacturers label or Engineering along with corresponding load chart on the lift.

  15. Rigging Inspections • Each day before being used, the sling and all fastenings and attachments shall be inspected for damage or defects by a qualified person. Additional inspections shall be performed during sling use, where service conditions warrant. Damaged or defective slings shall be immediately removed from service.
