Background • Evaluations are a standard in the Development Community. • Increase in popularity in mid 90’s. • Are standard practice for OECD, IADB, WB, CIDA, UNDP, ADB, USAID, etc. • Approved by IACD in 2002, Res 163/03. • Follows evaluation guidelines published by the OECD – DAC: relevance, effectiveness, efficiency, sustainability. • Follow the principles of recent Int’l Agreements on Aid Effectiveness: • Declaration of Paris on Aid Effectiveness, 2005 • Accra Agenda for Action, 2008 • Benefits: • Improve project design, execution, and results. • Provide objective information to member countries regarding use of funds. • Facilitate future replication of successful practices • Facilitate future funding partnerships through increased transparency • Provides track record of results. • Strengthen development cooperation in FEMCIDI
Results: Cycles 1 to 7 • To date: 167 reports, $30.6M executed • Represent all regions and sectors • Evaluation cost: US ~$1.3M, ~4.5% of project amount • Evaluation consultants: ~150 in roster • Results • Relevance: 97% good or excellent • Efficiency: 85% good or excellent • Effectiveness: 80% good or excellent • Sustainability: 65% good or excellent • All completed reports available online
