Reregistration Eligibility Decision (RED) –risk mitigation measures • RUP classification • Good Agricultural Practices (GAPs) • New worker and handler protections • Buffer zones • Emergency preparedness and response measures • Fumigant Management Plans (FMPs) • Restrictions near difficult to evacuate sites • Registrant stewardship measures • Applicator training
Label-required applicator training as of Dec. 1, 2012 “Any certified applicator supervising a soil fumigant application must have successfully completed one of the soil fumigant training programs listed on the following EPA website www.epa.gov/fumiganttraining for the active ingredient(s) in this product….”
What does it mean? Applicators in charge of a soil fumigation must: 1. be certified 2. successfully complete an EPA-approved training program* BEFORE USE and every 36 months (or SLA recert. period) 3. have proof (*States have more options. A “training program” could be an exam.)
Registrant-sponsored programs • DMDS (by Arkema); All others (by Achieva) • Links on soil fumigant toolbox EPA website • Reviewed by EPA, CTAG and AAPSE reps • General + a.i.-specific modules • Quizzes + exam • On-line & some in classroom offerings • Enforcement - call Achieva to confirm applicator compliance; DMDS 1-person contact
EPA-approved SLA programs • CA., FL., ID., MN., NV., OR., WA., WI. • Same requirements as registrant-sponsored programs for content and administration • Mix of commercial, private, non-commercial applicators – • Most for all a.i.s • Most are exams, not training Most use all NASDARF exam qs, Some a combo • Applicators offered NASDARF or state manual to prepare www.epa.gov/fumiganttraining
