Transition Defined Transition: The change from the S&T development stage to a product that is ready to be used in an operational environment with the focus on preventing an incident, responding an incident to or alerting/receiving alerts from other partners. In short, transition is the process of getting S&T products out of the lab and into the hands of users. For survival in the operational environment, the capability must have a “sustaining organization” which is an organization that will provide for care and maintenance for the product’s lifetime. MATADRR’s Goal: MATADRR’s aim is to deliver S&T products into the hands of real-world users to aid in DoD’s ability to prevent, respond and recover from any incident by improving communications and interoperability.
Transition Defined (2) Transition Forms: Technology – hardware or software to enable communications and information sharing Knowledge Products – distributed understanding through research or exercise that can be used to drive future policy and technology decisions Policy recommendations – formal guidance to OSD, the Services and other Federal/Local Leadership on ways to improve information flow vertically and horizontally in the U.S. Chain of Command
Transition Process Overview Due to the short two-year timeframe of the program, the MATADRR transition process has been streamlined and tailored from other transition processes and guidelines developed by various departments and agencies. The basic steps of the process are to: 1. Identify a Sustaining Agent for the products being transitioned 2. Develop a Transition Agreement between the MATADRR PM, the Product Agent, and the Sustaining Agent 3. Sign a Transition Agreement between the MATADRR PM and the Sustaining Agent 4. Execute the Transition Agreement, which includes developing the product(s), or making fixes and/or enhancements to the product(s) being transitioned. 5. Hold Acceptance Events as identified in the Transition Agreement 6. Sign an Acceptance Letter, accepting or rejecting the product
Elements of a Transition Agreement The transition agreement clearly defines: - What products will be delivered by the Product Agent, including known gaps or shortfalls (if any) and what gaps or shortfalls must be fixed before the delivery will be accepted by the Sustaining Agent - What acceptance events are needed by the Sustaining Agent to ensure the product’s readiness and suitability - A projected timeline for the final acceptance of the product by the Product Agent and Sustaining Agent, and the projected method of exercising the product to maintain currency and relevancy - In some cases, the Product Agent is requested by the Sustaining Agent to provide annual cost estimates for typical sustainment activities, including potential refresh periodicity
