Civil Air Patrol and USAFStatement of Work • Inspector General Program • CAP shall develop and operate an inspector general program similar to the Air Force program described in the 90 series of Air Force publications • CAP governing board, has the final authority over the CAP IG program
Civil Air Patrol and USAFStatement of Work • CAP Inspection Program • CAP and CAP-USAF shall develop and operate a joint inspection system similar to the Air Force program • Wing Inspection Program • Inspection Program Below Wing Level • Short Notice Inspections
Civil Air Patrol and USAFStatement of Work • CAP Inspection Program • Wing Inspection Program • CAP and CAP-USAF shall develop and operate a joint CAP wing level inspection system similar to the Air Force program • Wings will respond within timelines established by CAP regulations • Results of inspections will be forwarded to Headquarters CAP and CAP-USAF for tracking
Civil Air Patrol and USAFStatement of Work • CAP Inspection Program • Inspection Program Below CAP Wing Level (Subordinate Units) • CAP shall develop and operate an inspection system for CAP units below the CAP wing level similar to the Air Force program • Results of inspections will be filed at Wing Headquarters and available for review by Headquarters CAP and CAP-USAF on request

Civil Air Patrol and USAFStatement of Work • CAP Complaints Program • CAP shall develop and operate a complaints system to prevent, detect, and correct any fraud, waste, mismanagement or deficiency, cadet protection issue, or abuse of authority similar to the Air Force program
Civil Air Patrol and USAFStatement of Work • Senior Level Complaints • Complaints against senior level CAP personnel (sitting Wing and Region Commanders and other national officers) shall be forwarded to Headquarters CAP and CAP-USAF for review
Civil Air Patrol and USAFStatement of Work • CAP Whistleblower Protection Program • Protections will be provided to CAP members as part of the complaints program similar to the Air Force "whistleblower" protection program
Civil Air PatrolConstitution and By-Laws • The Civil Air Patrol Inspector General shall: • Be appointed by the National Commander, subject to confirmation by a majority of those voting at the current or next National Board meeting • Serve a three year term of office • The Civil Air Patrol Inspector General may be removed from office only by a majority vote of the Board of Governors. Removal may be with or without cause and is not subject to appeal
Civil Air PatrolConstitution and By-Laws • The Civil Air Patrol Inspector General shall: • Serve as the principal Inspector General of the Corporation • Develop and supervise the Civil Air Patrol Inspector General Program • Serve as an advisor to the Board of Governors, the National Commander, the National Board, the National Executive Committee, and the Executive Director
Civil Air PatrolConstitution and By-Laws • The Civil Air Patrol Inspector General shall: • Develop and supervise the Civil Air Patrol Inspection Program • Develop and operate a Civil Air Patrol Complaints Program to prevent, detect and correct any fraud, waste, mismanagement or deficiency, cadet protection issue, or abuse of authority, to include protection from reprisal of persons utilizing the Complaints Program
Civil Air PatrolConstitution and By-Laws • The Civil Air Patrol Inspector General shall: • Conduct such investigations as may be assigned by the Board of Governors, the National Commander, or as otherwise provided by Civil Air Patrol regulation, and prepare reports thereof • Conduct training programs for Inspectors General, Investigating Officers, Commanders and the general membership of Civil Air Patrol
Civil Air PatrolConstitution and By-Laws • The Civil Air Patrol Inspector General shall: • Appoint and remove such Assistant National Inspectors General and Investigating Officers as required by the nature of the office • Perform such other duties as the nature of the office may require
