Exhibit D Describing the need for and the public use that would be served by the proposed line, the allegations required by Iowa Code 478.3(2), and other information in support of the line and the petition.
Exhibit D For a new or amended franchise, refer to Iowa Code 478.3.2.a thru h, and 199 Iowa Administrative Code (IAC) 11.2(1)d(1) thru d(5) for details. For an extension of franchise, refer to 199 IAC 11.2(2)d(1) thru d(6) for details.
Exhibit D With or without a public hearing, Exhibit D still has to provide details of how the proposed line is necessary to serve a public use, and represents a reasonable relationship to an overall plan of transmitting electricity (including its project scope, its relationship to existing electric system and future power system plans in the area, etc.). The details would be for specific, individual petitioned line.
Exhibit F FOR A NEW OR AMENDED FRANCHISE ONLY. Refer to 199 IAC 11.2(1)f, and 199 IAC 11.5(4) Requiring petitioners to mail notification of the filing of the petition to the affected parties described in 199 IAC 11.2(1)b(6) thru b(11) and the Iowa Department of Transportation. REASON? Beside the publication of “NOTICE” which would be in a local (county) newspaper of general circulation, Notification Letter is the only way of communications to affected utilities near the petitioned line.
Exhibit F Refer to 199 IAC 11.5(4), please: Don’t provide a copy of a generic notification letter with place holders such as “[Date]”, “[Name and Address of Recipient]”, “[County name]”, …, “[Signature]”, accompanied by a list of recipients but without a written statement indicating the actual mailing date, county name, etc. (generic notification letter must not include inaccurate information).
