    2. McKinney-Vento Homeless Education (Title X of NCLB) Frequently Asked Questions for the October Count Question: I've been approached about a student. We were wondering if she/he may be considered homeless.  Is a student living with a grandparent considered homeless?  Please let me know so I can make this determination for the October Count. 

    3. Answer: The McKinney-Vento Homeless Assistance Act defines “homeless children and youths” as “individuals who lack a fixed, regular, and adequate nighttime residence.” However, because the circumstances of homelessness vary with each family’s or unaccompanied youth’s situation, determining the extent to which the family or youth fits the definition must occur on a case-by-case basis. Enrollment staff and/or the District’s McKinney-Vento Homeless Education Liaison must gather and analyze information from the family or youth and make an appropriate determination of eligibility. Expeditious determination of eligibility and immediate school enrollment are critical to the child’s educational continuity.

Answer (cont.)- Only the District Homeless Education Liaison or District staff who have been trained in determining homeless eligibility should be making homeless determinations for the district.     5. McKinney-Vento Homeless Education (Title X of NCLB) Frequently Asked Questions for the October Count Question: If a parent refuses to provide a primary nighttime residence, what coding option should we use?

    6. Answer: If a parent refuses to provide a primary, nighttime residence, involve the District Homeless Education Liaison right away.  Perhaps it may be a domestic violence situation or another situation where the parent is fearful of disclosing the particulars. The Liaison can ask sensitive questions to gauge if the situation meets McKinney eligibility.  In some cases, the parents/guardian may not disclose every fact about a situation; however, the Liaison must have enough information to ascertain if the definition of McKinney has been met.  Hence, there must be some information provided regarding primary nighttime residence, as this is the key determining factor to quality for McKinney status (homeless).

    8. Answer: If a student is not homeless you would code as follows: Homeless Field 0? No Primary Nighttime Residence Field 00? N/A

    10. Answer: The main definition for meeting the eligibility for homeless status is that the student lacks a fixed, adequate and primary nighttime residence. Hence, the status cannot be “unknown.” As the data expert, if you do not know the residence category, involve your McKinney-Vento Homeless Education Liaison to determine eligibility and find out more information on the type of living situation.

    11. McKinney-Vento Homeless Education (Title X of NCLB) Frequently Asked Questions for the October Count Question: What if the primary nighttime residence does not fit into the four coding categories provided?

    12. Answer: If the primary nighttime residence does not fit directly in one of the four categories mandated by the U.S. Department of Education, your Liaison should choose the category that is the best match. For example, if a child is living in a church, I would code this student as “shelter” (01). If they are living at a work or business it would depend if they were living inside the building or outside. They would most likely be considered “unsheltered” (03) Again, finding out the details and working with your District Homeless Education Liaison is the best way to code the student properly.
