Develop Community Network Integrate Disability & Older Adult Elements into State Emergency Plan and Emergency Functions Notification (Early Alert Warning, Emergency Broadcast System, etc.) Facilitate Development of Evacuation/Transportation Plans with Operational Areas Increase Planning for Sheltering People with Disabilities and Older Adults in General Population Shelters Priorities CalEMA Office for Access & Functional Needs
Establish priorities, standards and scoring criteria for the disbursement of funds to state agencies, local governments and community organizations. Increase the number of entities by forty percent (40%) as part of the Community Network Assist ten (10) operational areas in developing county plans in the areas of emergency communication, evacuation/transportation, shelter and recovery plans for people with disabilities and older adults. Post evacuation/transportation planning templates for rural and urban areas on the OAFN web page. Provide training to forty to sixty (40-60) sign language interpreters on providing interpreting services at press conferences, interviews and at shelters during disasters. Provide training to approximately one-hundred sixty (160) individuals to serve on FAST. Purchase accessible cots, durable medical equipment and communication technology for deaf/hard of hearing to incorporate into supplies for sheltering. In collaboration with the Department of Social Services research options and provide recommendations to operational areas to utilize In-Home Supportive Service providers to assist people with disabilities and older adults in general population shelters and motels. • Provide thirty (30) presentations to operational areas regarding identifying/communication, evacuation/transportation, sheltering and recovery, of people with disabilities and older adults. • Provide forty (40) technical assistance sessions to operational areas regarding identifying/communication, evacuation/transportation, sheltering and recovery, of people with disabilities and older adults. Long Term Goals • Establish OAFN permanently within the structure of CalEMA to include a special advisor and three additional positions. • Establish OAFN personnel to work with each regional office. • Assist IT division in ensuring that all web based activities comply with Section 508 of the Rehabilitation Act of 1973. • Assist preparedness division with ensuring Early Warning Notification Systems policies and procedures and purchase of equipment are accessible, and meet the diverse communication needs of people with disabilities and older adults.
