ACEP REPORT CARDEmergency Medicine in PA:Strengths: Large Numbers of ER Docs Strong PA ACEP Chapter / SE PA AAEM: we have excellent leaders and we have collaborated on several key issues (corporate practice of medicine) Pennsylvania Medical Society: Bruce McLeod MD, FACEP, Marilyn Heine MD, FACEP Phila Med Soc President: Ted Christopher MD, FACEP Excellent Residencies in EM State EMS Director: Doug Kupas MD, FACEP PaACEP State Lobbyist advocates for our interests

  3. ACEP REPORT CARD:Emergency Medicine in PA:Weaknesses: • Very few Docs are involved in Political Issues • Very meager donations to PEP-PAC • Very few belong to PMS • Very few know their Legislators

ACEP REPORT CARD:Emergency Medicine in PA:Opportunities: • Emergency Medicine has a presence at the Capitol • PaACEP Crowding TaskForce • White Paper on Crowding • Ongoing Meetings with Governor’s OHCR, DOH, HAP • Rep. Josh Shapiro: HouseBill 1093 (mired in the Senate EducComm; reintroduce 09) • Act 45 Rewrite (Improving EMS Bill)

ACEP REPORT CARDEmergency Medicine in PA:Threats: • MCARE Relief : Legislative Quagmire • Governor Rendell and the Trial Lawyers • “Cover all Pennsylvanians” • Expanded Scope of Practice for NP • Crowding and OnCall Specialists Shortage • Loss of OB Care (Philadelphia) • Liability Premiums have not dropped • Loss of young physicians

Progress!What to do now!MCARE Relief Quagmire: • $500 million in the Healthcare Abatement Provider Fund (tobacco and speeding $). • Rendell wants to tap into this money to fund his “Cover all Pennsylvanians” plan. • Call Governor’s Office 1-717-787-2500 or 215-560-2640 (6 legislative days left) • Go to paacep.org or capwiz.org • Tell Governor and Legislators to “get something done with MCARE Relief”; physicians and hospitals cannot afford our liability premiums without the MCARE Abatement….

  8. Progress!ACEP Report Card December 08 • Overall, Pennsylvania’s score will be good, with a few cautionaries • We have improved our Quality and Pt. Safety environment • Disaster Preparedness very solid • EMS state funding/State EMS Director • State-wide Trauma Registry

  9. Progress!PMS Leadership • PaACEP Sends 2 EM Leaders to the PMS Specialty Cabinet • “Educating the House of Medicine on Crowding” Resolution passed • PMS Chairman of the Board (Bruce MacLeod) • Run for the ’09 VP spot PMS (Marilyn Heine)
