  2. Transnational cooperation: The context. • Several successive approvals involving several Member States • Approval of TC projects rests with the MAs. • But different timetables among MS • Delay in financing slows down the process • Need to exchange information on approvals at EU level

  3. Improving the administrative implementation of transnational cooperation • According to Article 39.5 of the Commission Regulation (EC) …/2006 "Member States shall communicate to the Commission the approved transnational cooperation projects"; • The European Rural Network will play a supporting role by establishing a common project database on projects under approval.

  4. Submission of project to the EC • Via SFC 2007 • Using the information exchange notification form (Annex II of the Guide on Transnational Co-operation)

  5. Notification under SFC 2007 Provisional arrangement • to upload the notification form (excel document) • Under « operational programme »/ « programme modification »/« last programme modification »/« other documents »

  6. European Databases • Database on projects under approval • holds current TNC information from all Member States (MS) • Without interfering in the approval procedure • Increased transparency : Provides opportunity for Members States and the Commission to follow the grant approvals in a transparent way • Database on approved projects • holds all transnational cooperation projects

  7. Points to remember • DG AGRI is notified on TC projects and not the Contact Point • Database on projects under approval will have to be consulted regularly by MA to follow approvals in other MS • Notify DG AGRI via SFC 2007 if project modification (new cooperation partner)
