Phase 1 Brainstorm an idea for a cooperative opportunity. Phase 2 The cooperative contract is developed. Phase 3 Contract maintenance occurs on a continual basis.
PHASE 1 • A potential cooperative contract idea is generated. • Office Copy Paper • State Director presents idea on Regional call. • Survey is sent to all NASPO States. • Surveying state makes recommendation. • Lead state is designated. • South Dakota – Steve Berg
PHASE 2 • Budget and schedule. • Submit budget and timeline to region for approval. • Create a Sourcing Team. • Typically consists of 5-6 members, including Purchasing and Subject matter experts. • Including any state with a statute that requires it to be involved from the beginning. • Lead State develops solicitation with Sourcing Team - NASPO Standard Terms and Conditions are included.
Draft Solicitation submitted to all NASPO State Directors for approval and for Intents to Participate. • ITP’s and any UNIQUE T’s and C’s are included into the solicitation. • Open up to big group for discussion. • Lead state releases the solicitation to supplier community. • Coop Dev Team notifies all NASPO Directors to post on their websites. • Solicitation linked to NASPO and WSCA websites.
Solicitation is evaluated. • Sourcing team will evaluate either face to face or via teleconference. • Lead State provides award recommendations to NASPO Cooperative Procurement Committee. • Lead State finalizes award(s) through own state processes and statutes.
PHASE 3 • Contract information is posted on NASPO and WSCA websites. • Rollout the contract with a webinar. • Sourcing team and Coop Dev Team assist in creating and participating. • Participating Addendums are signed with the facilitation of the Coop Dev Team. • Lead State and Coop Dev Team with support of sourcing team, work with contractors to ensure compliance with WSCA/NASPO contract requirements.
Quarterly Admin Fees and reports are submitted to the appropriate Coop Dev Team administrator. • Stated in the NASPO T’s and C’s. • Conduct annual performance evaluation conferences. • Sourcing team will participate.
