The Romanian Agency for Human Life Rescue on the Sea (A.R.S.V.O.M.) Constanta is a public institution with juridical personality established by the Government Ordinance no. 33/2004, approved with modifications and completions by Law no. 337/2004. • A.R.S.V.O.M. is the special technical body of the Ministry of Transports and Infrastructure, which has the attribution to provide the search and rescue of human life at sea (S.A.R.) and maritime oil spill (O.P.R.C.) recovery interventions.
According to the object of activity, A.R.S.V.O.M. has the following tasks: • fulfills activities related to the obligations Romania has assumed by becoming part of the international conventions and agreements regarding the search and rescue of human life at sea; • fulfills it tasks related to the activities included in the National Plan for preparedness, response and co-operation in case of maritime oil spill; • fulfills response interventions in case of oil spills.
On contractual bases, A.R.S.V.O.M. can also perform the following services: • search, assistance and salvage operations; • re-floating and removal of ships and wrecks; • diving works; • internal and international towages; • ship repair works; • fire fighting; • ice breaking in harbors and inland waters.
A.R.S.V.O.M. owns 12 vessels: one tug boat, three search and rescue vessels, five service boats and 3 intervention boats for deployment and maneuvering of oil boom. • A.R.S.V.O.M. also owns oil spill response equipment: offshore inflatable type oil booms – 3.300 m, port inflatable type oil boom – 2.000 m, offshore curtain type oil booms – 1.700 m, port curtain type oil booms – 1000 m, skimmer pumps of 130 cum/h – 2 pcs, skimmer pumps of 30 cum/h – 5 pcs. and storage portable tanks of 25 cum – 10 pcs.
