South Africa Case Study • Research question: • To what extent does the existing law and policy architecture support biodiversity conservation and sustainable livelihoods in the Mutale river basin? • Specific focus on the interplay between three different governance regimes: Makuya Park, Lake Fundudzi & Vhembe (UNESCO) Biosphere Reserve Park, a provincial nature reserve connected to the Kruger National Park; Lake Fundudzi, a sacred site, and the UNESCO Vhembe Biosphere Reserve • Key activities to date • Desktop research, interviews with experts completed • Report underway • Key findings to date • Well developed law & policy framework but needs effective implementation • Legal status of protected areas • Fragmentation between different legal frameworks for conservation (environmental & cultural) • Lake Fundudzi • Makuya (plus Kruger/ GLTFP) • UNESCO Biosphere Reserve • Traditional version formal (new wave of policy) • CBNRM/ Conservation/ Tourism vis-à-vis Traditional governance model • Development (economic/ short-term), e.g., Mining vis-à-vis Conservation • Next steps? • Complete report and circulate among experts & look to publications

7. Costa Rica Case Study • Research question: • To what extent the current law and policy architecture supports both biodiversity conservation and sustainable livelihoods in the Térraba-Sierpe River Basin? • Key activities to date • Desktop researches completed, interviews with experts done • Key findings to date: • A fully-fledged legal and policy framework encompassing all areas of regulations of interest of the case-study area, BUT • Many factors influencing its implementation: • Lack of consistency between environmental priorities and other sectors (latest example: the international airport in the case-study area) • Lack of holistic legal framework • Lack of implementation of judicial decisions • Confusion over the different institutions in charge of land use planning and access to natural resources • Shortcomings of the structure and process of the environmental impact assessment (consequences with respect to El Diquís hydropower dam project) • Strategies? • Potential and conditions for an Integrated River Basin and Coastal Management • Next steps: • Complete report and circulate among experts & look to publications

8. 9. Vietnam Case Study • Research question: • To what extent the current law and policy architecture supports both biodiversity conservation and sustainable livelihoods in the Ba Be and Na Hang nature complex? • Key activities to date • Desktop research completed, interviews with experts done • Report underway • Key findings to date: • A renovated legal and policy framework and its potential benefit for both biodiversity conservation and livelihoods’ improvements ( new law on biodiversity, new decree on payment for forest services (buzz word or real impact?)) • Need for more consistency in the implementation process • A political will to reach international protection/recognition for the case-study area but what will be the consequences on the national and local level in terms of rights and obligations • Next steps? • Complete report and circulate among experts & look to publications
