Ireland’s commitments UNFCCC • ...mobilising jointly $100bn per year by 2020 • from a wide variety of sources, public and private, bilateral and multilateral incl. alternative sources” • Reporting required – CTF tables UNCBD • Developed countries are commited to substantial increase from current levels by 2020 • Reporting required; ODA an agreed indicator UNCCD • Committed to support affected countries • Reporting requirements – Rio markers agreed indicator UNISDR / Hyogo Framework • A key future area. A DAC marker is in development
Why Track? • Commitment to MRV climate finance, CBD, CCD • Keep track of progress to quantified financial targets • Keep track of action on priority policy issues • Monitor Effectiveness, assist accountability
It’s not about developed countries meeting targets • Aid effectiveness principals apply (Busan); • Ownership of development priorities by developing countries • Focus on results • Inclusive development partnerships • Transparency and accountability to each other
OECD DAC Definitions... • What is Mitigation? • What is Adaptation? • What is Biodiversity finance? • What is Desertification finance? • Overlaps & Co-benefits are allowed
How & When to Mark • Does the activity qualify? Shouldthe activity qualify? • Code at point of the RP2A – important to establish this practice now because new system will require it. • Is it principal, significant or not targeted? • Principal (Score 2) - Would the activity/project have happened otherwise? • Significant (Score 1) – is part of the activity in line with elements of the definition? • Is this in the documentation? • Does it not qualify? Then mark it zero!
How & When to Mark • Does the activity qualify? Then mark it zero! Consider at the Design Stage! Documentation is key!
Documentation & Design • The aim is Climate Proofing expenditure and achieving as many co-benefits as possible • Programme support documentation helps focus effort • Proposals and objectives should be explicit • Code at point of the RP2A – important to establish this practice now because new system will require it. • Principal vs Significant; different ways to think about it • How much of the expenditure was relevant?
Other new areas to think about... • Disaster Risk Reduction • New DAC-Marker in advanced development. • Capacity Building • Has the project involved training of people/building of institutions which will be relevant and useful to that country after the project has ended? • Private Finance • Has assistance to the private sector, or intervention in markets enabled or encouraged improved climate performance or green business? • Technology Transfer • Has the project lead to (increased) dissemination of new technologies? Has the project increased capacity to develop own technologies e.g. Quality seeds etc.
