HaitianHemisphericOpportunitythrough PartnershipEngagementAct (HOPE) established by an Act of the United States, has provided a source of jobs and income for about 30,000 people in Haiti. Given the immediate needs of Haiti in the coming years, the United States could consider adopting a treaty "Expanded HOPE”, which can extend duty-free treatment and rules of origin of other products in addition to those already offered by the "HOPE II”.
