  2. Introducing Rosmorrechflot Rosmorrechflot is the name of the Federal Agency for Maritime and River Transport of the Russian Federation government. It is a federal execu- tive body entrusted with the management of state-owned property, the maintenance of tasks relating to transport security, and the provision of services for inland waterway and maritime transport.   3. Areas of Activity Structure and Management Rosmorrechflot responsibility for nu- merous areas of activity. These include the issu- ance of navigation per- mits, the administration of sea ports and inland waterways, the coordi- nation of maritime res- cue services, and the attestation and certifi- cation of these services. Rosmorrechflot holds responsibility for managing risk to pre- vent the spillage of oil and oil products into the sea, and for the devel- opment, construction and management of rel- evant infrastructure. holds Rosmorrechflot reports directly to the Russian Federation’s Ministry of Transport. The Depu- ty Minster of Transport is also the Head of the Federal Agency of Ma- rine and River Transport.
