Overview Creating a Purchase Plan

Goal: Increased Choice Families have choice Core Providers FY 2005 Core Providers FY 2006 Core Providers FY 2006 New New CSBs and one other Core Provider New New Provider Pool – Any Qualified Providers CSBs and one other Core Provider
Goal: Accountability • Assuring Accountability • Consumer Outcomes • Focus on Consumer outcomes not program processes • Provider performance measured against common set of consumer outcomes • Employment or School Participation • A place to live • Recovery/Resilience driven system
Developing the Purchasing Plan • SA and portion of MH Day Supports and SA Day Treatment Rolled into Core as Group • Current CST/IFI Spending • IFI Intensive supports would be available to children in IFI for supports services (e.g., tutoring, mentors, basic needs) • Respite and Consumer/Family is Cost Per Purchasing Area--funds will be managed by an intermediary
Developing the Purchasing Plan • After school program include individualized and structures after school recreational programs • SA and MH Day Treatment converted to group services in Core Provider • MH Day Supports now Core group and recreational • Includes current funding in 3 regions and new funding in FY07 for CSP capacity in other 2 regions
“AH-HA” Moments • Funding was unequally distributed throughout the State • Services were inadequately defined • Large percentage of funding was in “deep-end” of the service continuum • Funding designated for children was being used to fund adult mental health services • Realizing what we didn’t know
