SCP Mandate from Rio to Rio Agenda 21, adopted in Rio de Janeiro in 1992 “The major cause of the continued deterioration of the global environment are the unsustainable patterns of consumption and production…” Johannesburg Plan of Implementation (JPOI) – 2002 “SCP is one of the overarching objectives of, and essential requirements for, sustainable development.” “Encourage and promote the development of a 10-year framework of programmes (10YFP) in support of regional and national initiatives to accelerate the shift towards SCP….” Rio+20 – (2012), followed by UNGA 67 SD Res. “We adopt the 10-year framework of programmes on SCP patterns, as contained in document A/CONF.216/5 …” (The Future we Want: Rio+20 Outcome Document, para 226).

4. What is the 10YFP? • It is a global framework of action to enhance international cooperation to accelerate the shift towards SCP in both developed and developing countries. • “ Fundamental changes in the way societies produce and consume are indispensable for achieving global sustainable development....Governments, relevantinternationalorganizations, the private sector and all major groups should play an active role in changing unsustainable consumption and production patterns;” (A/CONF.216/5 , para 1.a)

5. 10YFP Main Objectives • Accelerate the shift towards SCP in all countries by supporting regional and national policies and initiatives. • Increase resource efficiency and decoupleeconomic growth from environmental degradation, creating decent job and economic opportunities, contributing to poverty eradication and shared prosperity. • Supportcapacity building and facilitate access to financial and technical assistance for developing countries, supporting the implementation of SCP activities at regional, sub-regional and national levels. • Serve as an information and knowledge sharing platform on SCP to enable all stakeholders to exchange policies, tools, initiatives and best practices, and enhance cooperation.

8. 10YFP Trust Fund Objectives:to receive and mobilize resources in a stable, sustained and predictable manner to develop SCP programmes in developing countries and countries with economies in transition, as appropriate, and to promote the transparent allocation of resources; • Be used to support the implementation of the 10YFP in developing countries, such as providing seed money for developing and implementing programme proposals; • Donors, the private sector and others will be encouraged to contribute to the trust fund, once established, providing general support to the 10YFP, as well as support to specific programmes and initiatives responding to the national and regional priorities of developing countries.

9. 10. 10YFP programmes Programmes will serve as “umbrellas”that bring together existing and/or develop new initiatives and partnerships to fill capacity & knowledge “gaps”. They will build synergies and cooperation between stakeholders, and allow scaling up and replication of policies, voluntary measures, management practices, and partnerships promoting the shift to SCP patterns, engaging governments, business, civil society, consumers and other major groups. Programmes are expected to deliver capacity building and technical support as necessary at all levels: regional, sub-regional, national and local

12. Inter-Agency Coordination Group has been established • Objectives: ensure UN cooperation in the implementation of the 10YFP, identifying synergies and joint projects, and engaging UN agencies in relevant 10YFP activities (e.g. programmes, research, trainings, national and regional implementation). • 19 Agencies have joined so far: FAO, ILO, ITC , UNCTAD, UNDESA, UNDP, UNECLAC, UNEP, UNESCAP, UNESCO, UNESCWA, UN Habitat, UNICEF, UNIDO, UNOPS, UNU-IAS, UN Women, UN World Food Programme (WFP), UNWTO. • First meeting on 21-22 May 2013 • Terms of Reference are being finalized now.

13. Over 105 countries engaged To date, over 105 countries have nominated their national focal points. Some of them are already taking action on the following areas: •  Support the vision, objectives and goals of the 10YFP. • Organizing inter-ministerial consultations, national roundtables and dialogues to coordinate country’s participation and support to the 10YFP • Exchange and disseminate relevant information on SCP plans, programmes activities, events, through inter alia, the Global SCP Clearinghouse, serving as the information and knowledge platform of the 10YFP. • Developing national SCP Strategies/programmes.

16. Programmes Development • Programmes will: • Build on the work of the Marrakech Process task forces and other relevant SCP initiatives • Be developed through a participatory and open process, involving global multi-stakeholder consultations • Be launched by leading actors and stakeholders, in coordination with the Secretariat and the 10YFP Board, and in close cooperation with National Focal Points, UN Agencies and other relevant organisations • Remain open platforms for any stakeholder to join and contribute at any time. • First programmes to be launched: Sustainable Public Procurement, and Consumer Information are expected by the end of 2013.

17. Taking action in the Regions • 4th Arab Regional Roundtable(17-18 June 2013, in Cairo, Egypt), organised by LAS, ESCWA, CEDARE and UNEP. Brought together newly appointed national focal points (NFPs), and other stakeholders, and discussed priorities for the region. Main outcome: regional Roadmap to implement the 10YFP. • 7th Latin America and the Caribbean Expert meeting on SCP, gathered all NFPs from the region, and other stakeholders. Provided policy recommendations for the LAC Forum of Ministers of Environment on regional implementation of SCP and the 10YFP. Requested an additional programme on SMEs. • WEOG meeting of National Focal Points (9-10 July, Paris) discussed role of NFPs, highlighting need for national inter-ministerial dialogues to implement 10YFP. Called for launch programmes as soon as possible. • Africa and Asia and the Pacific are planning their first formal regional meetings on SCP later this year, to be organized with engagement of 10YFP Board members.

Next Steps • Nomination of Stakeholder Focal Points, in close cooperation with UNDESA. • First Board meeting: planned for September or 1st week October • Regional meetings –Africa and Asia last quarter 2013 • Trust Fund and fundraisingstrategy: includingother sources beyond the Trust Fund • Launching 10YFP Programmes: Secretariat is holding consultations with likely lead actors and stakeholders. Programmes will build on existing initiatives and partnerships and fill gaps. • Securing private sector and civil society engagement in the 10YFP participating in the programmes, developing new initiatives and supporting 10YFP implementation.
