BACKGROUND • Lived 1870-1963 • Born in Liverpool, received a good education (at UCL and Oxford) and Jewish upbringing, later renounced his faith. • He was a member of the Liberal party and sided with Asquith in the 1916 leadership crisis within the party.
Rise Through the Liberal Party • Became an MP on his third attempt in a bi-election 1902. • Appointed to the cabinet by Asquith in 1909, eventually becoming home sectary • Was made high commissioner of Palestine for 5 years by the league of nations in 1920. (his Jewish faith would make him a controversial choice • On his return to England from Palestine 1925 he was asked by Baldwin to look at the problems effecting the coal mining industry.
