Challenges to NC Drinking Water: 1. Rapid population growth • quantity (competing uses for limited resource) • quality (waste loads and contamination) 2. Existing and emerging contaminants 3. Increasing cost of providing safe water 4. Availability of water
Drinking water protection is an economic issue. • The cost of clean drinking water is increasing. • EPA estimates it is 20 to 400 times more expensive to treat contamination than to prevent it. Pollution prevention is the most effective
Objectives • Use existing stakeholder group structure • Identify and prioritize possible threats to drinking water source • Create a document for the City to initiate SWP activities • Raise awareness of need for SWP by seeking endorsement of local entities • Prioritize and “piggyback” potential projects currently underway across agencies (inter-agency synergy) (this entire process was backwards from how we would normally approach SWP)
Methods & Activities • SWAP Data • Researched PCSs in variety of databases • Windshield Survey • Evaluated EEP investigations and data collected by DWQ/Entrix • Overlay Map of EEP recommended projects in relation to DW Assessment areas

Recommendations: • Establish a direct relationship with Soil and Water Conservation/DWQ and WTP – alert when high Bacteria measurements are observed • Focus EEP’s list of projects into DWAA (overlay)to recommend a subset with possible impact on Cherryville’s water supply for possible City support (politically and/or funding)
Recommendations: • Land Use Plan regarding western Lincoln County • Endorse Stormwater BMPs – School Board endorsement with educational component • Address Water Quantity issue – loan program (Lincoln County) • Educational Component – LNRC, SWC Farm Day, etc.
NC Loan Program for Land Acquisition • $1.6 M available per year • 1% fixed interest rate • 20-year repayment term • Comprehensive SWP planning required
Next Steps: • Hope to obtain buy in from the City of Cherryville by presenting the Plan to them and an Executive Summary to the City Council and developing a press release for the local media
