WisDOT Implementationof3D Technology & Methods inDesign & Construction 2009 Contractor/Engineer Conference WTBA & WisDOT January 21-22 Jerry H. Zogg, P.E. , WisDOT
3D Implementation WisDOT has worked on a number of 3D initiatives for several years: • Some were recognized as being directly related to 3D technology • Others were not Hasn’t been much of a coordinated effort
3D Implementation Recent prominent initiatives: • 3D Design process including selection of Civil 3D as design software • State-of-the-art 3D dynamic modeling capabilities • GPS machine guidance for grading • statewide option for 2009
3D Implementation • Recently realized need for a more comprehensive/coordinated effort • A number of related & supporting initiatives • Implementing 3D technologies is a national trend • Many engineering & construction benefits • A number of challenges & issues • Have a project underway to develop an overall implementation plan
3D Implementation Project Participants: • Principle Investigator: • Alan Vonderohe,CMSC • Advisory Group: • WisDOT • WTBA • ACEC • Workshop Attendees
3D Implementation Conducting Project in 2 Phases: • Phase 1: Preliminary Study (April – Oct 2008) • Phase 2: Develop Prioritized Plan (Nov – April 2009)
3D Implementation Activities in each Phase: • Develop Vision & Objectives • Perform Research • Prepare Interim Report • Conduct Workshop • Complete Final Report
Phase 1 - Preliminary Study • Title: Implementing Digital Terrain Models (DTM) for Construction Plans & Determining Earthwork Quantities • Vision: Adoption of 3D methods and seamless data flows throughout initial survey, design, contracting, construction, as-built survey, and payment processes. • Objectives: • Identify institutional issues, relevant design and construction work processes, consequences, and legal issues associated with realizing the vision. • Suggest strategies for addressing the issues.
Stakeholder Workshop September 18, 2008 • Workshop Objective: • Provide a forum for participation by the stakeholder community in achieving study objectives. • Breakout sessions: • 3D model content, format, and security. • DTM data collection and data quality. • Impacts, training, and communication. • Implementation planning.
Where We Are And Where We Want To Be Current Future The Vision Goes Even Further
Oct. 22 Adv Group MeetingAgenda & Outcome Agenda • Review Workshop outcomes from Each Breakout Session • Develop recommendations for the final report and determine the path forward. Outcome • Expand the vision statement • Develop a high-level implementation plan

3D Imp Plan - Phase 2Vision and Scope • Vision: • Adoption of 3D methods and seamless data flows throughout initial survey, design, contracting, construction, as-built survey, payment, and other applications included within the infrastructure lifecycle. • Scope: • Design and constructionalong with identification of links to operations, maintenance, and planning.
3D Imp Plan - Phase 2 Objectives • Develop a prioritized implementation plan to move WisDOT toward the vision • Focus plan on 3D initiatives within WisDOT • Link Sept Workshop Issues & Outcomes to those initiatives
3D Imp Plan - Phase 2Adv Group Activities To accomplish Phase 2 Objectives, Adv Group working to initially: • Identify 3D initiatives • Currently underway • New • Determine topics to be addressed with each initiative • Develop other implementation recommendations
3D Imp Plan – Phase 2 Six Initiatives: • 3D Design Process • Automated Machine Guidance • Height Modernization Project (HMP) & Continuously-Operating Reference Stations (CORS) • Original Ground DTM • Inspection & Final Quantities • Post Construction Uses of 3D As-Builts
Height Modernization Project (HMP) Continuously Operating Reference Stations (CORS)
3D Imp Plan – Phase 2 Six Initiatives: • 3D Design Process • Automated Machine Guidance • Height Modernization Project (HMP) & Continuously-Operating Reference Stations (CORS) • Original Ground DTM • Inspection & Final Quantities • Post Construction Uses of 3D As-Builts
Implementation Plan Topics to be addressed for each 3D initiative: • Status • Issues • Timeline & Expectations • Level of Effort • Benefits • Relationships with other Initiatives • Recommendations • Short & Long Term Goals • Stakeholders & Responsibilities • Priority
3D Imp Plan – Phase 2 Recommend creation of Mgmt Task Force to: • Monitor Initiatives & coordinate if necessary • Create reporting structure • Keep upper mgmt informed • Advocate for overall effort • Develop outreach mechanisms for internal & external stakeholders
Stakeholder Workshop February 17, 2009 Objectives: • Obtain feedback on Draft Imp Plan from wide variety of stakeholders • Conduct breakout session on post-construction activities: • Operations • Maintenance • Planning
3D Imp Plan - Phase 2 Completion • March 18 - Advisory Group Meeting • Review outcomes of 2/17 Workshop • Finalize content of Implementation Plan • March 31 – Complete Final Report • Combine findings: • Phase 1 - Preliminary Study • Phase 2 - Implementation Planning Effort • April - Begin Reporting Out to DTSD Mgmt
